As follows from the rules for the provision of communication services, to identify the subscriber and his subscriber equipment, i.e. cell phone, allows the identification module, its role is played by a SIM card.
But here you describe that the access code was not requested from your phone, i.e. the service was activated without your identification. After a similar situation happened to my friends twice and after reading the forums, I realized that scammers really use a feature of our thinking (psychologists probably know the correct name for this effect), which is as follows: if you did not request information and it will comes to you, and a person calls you and says that you received his information by mistake, then you intuitively believe this person, because... you did not make this request and this person knows about this information, which means he is not lying and this is indeed his data. And those who write bad reviews in comments on such cases about users who find themselves in such a situation either do not understand the above-mentioned psychological background of this fraudulent scheme, or are trolls of scammers or the cellular operator (materially interested parties in this disgrace).
