Rostelecom personal account capabilities. How to turn off the radio?

Today, wired radio is no longer as popular as it was several decades ago. Therefore, many decide to give up the radio point in order not to pay a subscription fee every month. In addition, the radio point in the apartment looks unaesthetic and disrupts the design of the room.

However, Emergency Situations Ministry employees do not advise doing this, since the main function of this system is to notify city residents about emergency situations. The radio transmits messages instantly and works under any conditions, including a power outage.

Therefore, before abandoning the radio point, think carefully about this decision. Moreover, the payment for the service is low. If you still decide to remove the wired radio, choose one of the available methods. Let's find out how to turn off the radio point in the apartment.

The role of the radio point

With a wired radio you can not only listen to programs and news. A radio point in Moscow, St. Petersburg and other large Russian cities is installed to centrally notify residents of emergency situations that pose a threat to life. These are disasters and natural disasters, accidents, terrorist attacks, military operations and other similar events or incidents.

Therefore, every residential building in large cities, including MSK and St. Petersburg, is equipped with radio points and is necessarily connected to the wired warning and radio broadcasting network. If there is no such connection, this is a gross violation of construction norms and rules.

Today, only the state radio point is capable of guaranteed operation during a total power outage. This network operates autonomously and without electricity. At the same time, it is the fastest way to disseminate information in extreme conditions and ensures high quality data transmission.

In 2021, the monthly payment for a radio point in Moscow is 88.5 rubles, in St. Petersburg - 72.33 rubles. If you decide to refuse to pay for this service and turn off the radio, we offer options on how to do this.

What is Radiotochka from Rostelecom

Home radio is a fairly old service, which during the Soviet Union was extremely popular and was present, perhaps, in every apartment. Then people could enjoy music, entertainment programs, news broadcasts, even broadcasts for the youngest listeners.

Today, a radio point, by and large, is a service that is used as a kind of “mouthpiece” capable of notifying listeners about a variety of situations:

  • Ecological disasters;
  • Man-made accidents;
  • Natural disasters and cataclysms;
  • Probable terrorist attacks.

If you suddenly encounter the sounds of a siren in the city, this means that you urgently need to turn on such a stationary radio. It is on its frequency that information regarding the purpose of the sound of the siren should be broadcast.

Three ways to turn off the radio

  1. Contacting the Housing Office is an effective but time-consuming method. In this case, a queue and red tape await you. Therefore, experts advise using more immediate and affordable options;
  2. Contact the provider or company that provides this service. In many Russian cities this is Rostelecom; in Moscow and St. Petersburg you can contact the RSVO authorities (Russian Broadcasting and Warning Networks);
  3. Through government services and the MFC - a modern and affordable way to receive various services. And using the “My Documents” website, you can disconnect from the radio point in your apartment via the Internet without leaving your home.

The current state of radio broadcasting

Maintaining wired broadcast networks is quite expensive. That’s why the subscription fee in some regions goes beyond 200 rubles/month. Radio networks broadcast from one to three stations. The first broadcast is conducted in low-frequency mode; to listen to it you need the simplest receiver - it has almost nothing except a volume control and a speaker. The remaining two programs are broadcast with high-frequency modulation - to listen to them you need a three-program receiver with mains power supply.

Wired radio broadcasting is carried out by Rostelecom and Federal State Unitary Enterprise RSVO. Installation of a radio point in a house or apartment is carried out after writing the appropriate application. Next, the availability of technical connectivity is checked. In some cities and regions, radio broadcasting simply does not work - it is not in demand, or communication lines have deteriorated to such an extent that their repair is unprofitable. If subscribers need radio, Rostelecom offers them alternative solutions.

In some Russian cities, there is no wired radio broadcasting due to strong winds that rendered radio networks unusable - radio receivers with conventional receiving antennas were offered to subscribers as a replacement.

In some regions, wired radio broadcasting from RSVO and Rostelecom has faded to the extent that only one program is broadcast on communication networks. Radio networks have remained in demand only in villages, and even then the number of subscribers is constantly falling. The day is not far when networks will finally cease to exist, being replaced by more modern technologies.

Through Housing Office and RSVO or Rostelecom

When turning off the radio, write a corresponding statement indicating the date from which you want to turn off the service. Be sure to take your passport with you. It is important that the application is submitted only by the owner of the residential premises.

Those. Tenants and other persons living in an apartment without ownership rights will not be able to do this. Therefore, even if the Housing Office contains information about the owners, take, just in case, a document confirming ownership.

At the branch you receive a receipt and pay the state fee for disconnection, which is 60 rubles. Then, from the Housing Office, the application and other papers are sent to RSVO or Rostelecom. You can speed up the procedure by contacting these organizations directly.

To provide disconnection services, you must pay a state fee of 60 rubles. In addition, there should be no debts on the radio station's subscription fee. Therefore, take both the receipt for payment of the state duty and the receipt for payment of utilities for the previous month.

Be sure to keep a copy of the application with an acceptance mark and a receipt indicating the paid state fee. Note that members of the HOA or residents of the house can write a collective request to completely disconnect the house from the radio and notification. But in this case there must be the consent of each owner. What to do if you are unhappy with the management company of your home, see here.

Payment for antenna, intercom and radio point is illegal

The Moscow Government, by its Decree “On the regulation of prices (tariffs) in the city of Moscow,” sets price limits solely for calculating the amount of subsidies. Prices for locking devices are determined by the Appendix to the Moscow Government Decree dated October 12, 2010 No. 937-PP. They say that maintenance of an intercom costs 64 rubles, an automatic locking device with an electromagnetic lock - 48 rubles, a mechanical combination lock - 27 rubles.

You have the right not to pay, and to receive free access to all-Russian television programs, and to use the radio broadcast network on the basis of a decree of the President of the Russian Federation. But to gain access to other television programs and cable television, the provider of these services must enter into an individual agreement with the resident.

Through MFC and My Documents

To disconnect from the radio through the MFC, make an appointment for a specific time or go through the electronic queue directly at the department. Pre-pay the state fee at any bank. When using multifunctional centers, you must provide the following documents:

  • Passport of the owner and applicant;
  • Completed application for disconnecting the point (download it on the Internet and fill it out in advance or receive it on site at the branch);
  • Document of ownership;
  • Receipt or check for payment of state duty.

Cohabitants and tenants will be denied services. Only the owner of the apartment can turn off the radio.

Submit the collected papers to the MFC. The cancellation of payments for the radio point and the recalculation of utility bills will occur in the next reporting period. Physically, the radio point will be removed in the next 30 working days. In this case, the point is removed directly at the entrance in the electrical panel. The socket inside the apartment is removed by the resident.

You can also cancel the service through the My Documents website. This is the easiest and most accessible method. The advantage of this solution is that you can turn off the radio without leaving your home.

To do this, download and fill out the application, pay the state fee via online banking. Scan or photograph your passport, application and receipt and submit via the website. In your personal account, you will be able to track the status of your application and will be notified when a technician arrives to turn off the radio point.

In addition to wired radio, home landline phones are becoming less popular today. You can remove this service by contacting your telephone company or service provider. For more information on how to turn off your home landline phone, see the link.

How to disable the Rostelecom antenna?

Refusals are issued for the following reasons:

  • the application was brought not by the owner, but by the cohabitant or tenant;
  • there is no document confirming your identity (passport);
  • there are no papers on housing ownership;
  • the state duty has not been paid or a receipt has not been provided.

In these cases, you need to deliver the missing papers and wait some more time. You may have to pay for the radio point for another month. But if you are not the owner, but want to turn it off, there is nothing to please you with. We will have to resolve this issue with the owner of the apartment.

In modern conditions, communal equipment for receiving a television signal loses its meaning. The quality of collective antennas from Rostelecom or other companies is noticeably inferior to standard individual packages or even a regular signal receiver, which can be bought for little money along with a TV. Collective equipment has many problems:

  • fewer channels;
  • more accidents;
  • you have to pay for it;
  • The antenna is connected automatically when purchasing a home, and in order to refuse it, you have to perform certain actions.

People most often do not use the equipment, but continue to pay a subscription fee for it. Or they refuse to pay. Because of this, debts accumulate with all the ensuing problems.

The service is optional. You can always refuse it by submitting an appropriate application. Therefore, from the point of view of the law, automatic connection of all residents is not an imposition of service. However, it is worth remembering that refusing to actually use the antenna does not remove the obligation to pay for it. The fee is charged specifically for connecting and providing access to broadcasting. Therefore, in utility bills the cost of the antenna is indicated on grounds that are understandable from the point of view of the law.

Typically, citizens stop paying for an antenna for the following reasons:

  • choosing another provider;
  • buying your own antenna;
  • cable TV connection;
  • giving up TV in favor of the Internet;
  • installation of a satellite dish.

All these factors gradually make the common house antenna an unnecessary element with outdated technology. It is possible that developers will soon refuse to install such equipment.

How to pay less for utilities

Is it possible to save money on housing and communal services?

Yes, with a few simple steps you can significantly reduce your utility costs. For example, install meters, use energy-saving lamps, check what services you pay for without actually receiving them.

Apply for a subsidy

If you are a citizen of Russia, Belarus or Kyrgyzstan, you have permanent registration in Moscow and more than 10% of your family’s total income goes to pay for housing and communal services, and the income itself does not exceed the level established for receiving a subsidy, you can qualify for compensation for part of your expenses for housing and communal services . You can find out more about how to receive a subsidy for housing and communal services in our instructions.

You can also get advice, clarify the list of required documents and submit documents to receive a subsidy at.

Complete the recalculation

If it is technically impossible to install meters in your apartment and you have been away for more than five full days, you can request a recalculation of your utility bills from or from your management company, depending on who sends you the utility bill. To recalculate you will need:

  • an inspection report confirming that meters cannot be installed in your apartment;
  • a document confirming your absence;
  • a statement that you can write at an appointment with or at your management company.

You can read more about how to make a recalculation in our instructions.

Install counters

  • water meters will allow you to pay only for the water you used, and, for example, not pay for hot water when it is turned off in the summer to prevent pipes;
  • Make sure you have a multi-tariff electricity meter. With it, you will be able to pay for electricity at reduced rates during the half-peak zone (from 10:00 to 17:00; 21:00–23:00) and night zone (from 23:00 to 07:00);
  • General house heat meters should be installed in all residential buildings, if technically possible. If, in addition to such a meter, you install regulators on the radiators in the apartment, then in winter you will be able to set a comfortable temperature in the apartment not with the help of an open window, but with the help of these regulators, thus saving heat. Do not cover radiators with screens, furniture, or thick curtains so that heat can spread unhindered in the room. Do not leave windows and doors in hallways open. The more heat loss in your home is reduced, the less you will pay. Check with your management company about the possibility of installing regulators. You can find her contacts on the Moscow House portal.

You can learn how to install and register meters from our instructions.

Turn off the radio

If the radio point does not work in your apartment, but is indicated in the receipt for payment of housing and communal services, you can refuse to pay for this service by submitting an application to turn off the radio point.

If you receive a single payment document (UPD):

submit an application to turn off the radio point in .

If instead of the EPD you receive another receipt for housing and communal services:

  • contact the Federal State Unitary Enterprise “Russian Broadcasting and Warning Networks”;
  • Check with your management company about the possibility of submitting an application. You can find her contacts on the Moscow House portal.

Attach to the application a receipt for disconnecting the radio point, a certificate from the absence of debt. Be sure to take your passport with you.

Turn off the shared TV antenna

If you pay for cable or satellite TV, or don't watch TV at all, you don't have to pay for a community TV antenna. To do this, check with the management company who is the provider of these services for you and write an application; be sure to take your passport with you. You can find the contacts of your management company on the Moscow House portal.

Turn off your home phone

If you decide to give up your home telephone, you can write a statement and terminate the contract at any MGTS sales and service center. The company recommends contacting an office specializing in termination of contracts, located near the Timiryazevskaya metro station at the address: Yablochkova Street, building 19a.

Don't forget to take your passport with you and check if you have debt for your home phone. If there are unspent funds in your account, MGTS will return them to the details you provided within 30 days after termination of the agreement.

City phone

The landline telephone is not so outdated, but fewer and fewer people use it - and mostly older people. Mobile communications are often cheaper.

Thus, in Novosibirsk, a home phone from Rostelecom costs 330–490 rubles per month. And if the only people calling you on your landline are advertisers and a robot lady informing you about a late payment, it’s better to just get rid of it.

But keep in mind: if you have ever connected security services, most likely the connection with it is “tied” to the phone. Therefore, it will not be possible to disable it completely - you need to leave the subscriber line. It costs 180 rubles per month.
