In short, the operators have a database of subscribers on their computers and a call is automatically received and goes to one of the operators, and after you pick up the phone, he/she begins to intrusively offer you services. If for some reason you are not reached, your number is put on hold and called again and again. And now to the most interesting thing... Operators often themselves have no idea about the service they offer you; moreover, they have no relation to Rostelecom itself and are not its employees. It’s simply beneficial for Rostelecom that you connect their services and it signs a contract with different call centers, which can be located throughout the CIS, and not just in Russia (that is, you live in the Urals, and some Taras calls you from an office located in Ukraine and offers company services).
