Let's try to understand this issue. In order to find an answer to the above question, I studied the conditions for the provision of intranet communication services in Russia by the operators Tele 2, Megafon, MTS, Beeline.

Unfortunately, few of us understand what home region and host region mean, as well as calls within the network, so I’ll explain:

Home region is a subject of the Russian Federation on whose territory an agreement on the provision of communication services has been concluded or, more simply, the locality where you purchased the SIM card.

The region of residence is a subject of the Russian Federation (with the exception of the home region), in whose territory the subscriber uses communication services, for example, you purchased a SIM card in Yekaterinburg, but went to Tyumen and make calls from there - this will be your region of residence.

What does the Tele 2 cellular operator offer us so that it is profitable for the subscriber to make calls within the network in Russia?

On the website of the same name tele2.ru there is the following information: when a subscriber arrives in another region of Russia (with the exception of Sevastopol and the Republic of Crimea), it automatically becomes his home region.

This means:

• all incoming calls and SMS are free;

• the Internet package included in the tariff plan is used as if at home;

• all outgoing calls and SMS to numbers in the region of your stay, MMS to all numbers in Russia and SMS to subscribers of international mobile operators are charged at the same prices as in your home region, unless otherwise specified in the description of your tariff plan;

• the cost of outgoing calls and SMS to other regions, including your home region, will be 5 rubles/min. and 3.50 rubles/SMS, respectively, unless otherwise specified in the description of your tariff plan.

On archived and open-for-connection tariff plans of the “My Tele2” and “Unlimited” lines if the subscription fee is not paid

Mobile operator MTS

Having studied the conditions for the provision of communication services within the MTS network in Russia on the website mts.ru, I discovered that the operator offers its users to purchase minutes of calls within Russia in packages, which also include calls to other operators; after these minutes are exhausted, the operator charges a fee in accordance with your tariff plan.

For example, on the “SMART” tariff plan, without connecting to “Home package Russia” and “Home package Russia +”, the cost of calls to MTS numbers in other regions of Russia is 3.0 rubles/minute, and on the “Super MTS” tariff plan the cost minutes of conversation to MTS Russia numbers - 5.50 rubles. The information for the tariff plan states that outgoing calls to all numbers in the region of your stay are made at your “home tariff”, i.e. if you purchased a SIM card in Yekaterinburg and went to Tyumen, then in Tyumen you will call at the same tariff, as in Yekaterinburg.

The mobile operator MTS has included in advance the packages of minutes for calls within the MTS network in Russia, and once they are exhausted, the subscriber will be charged not for roaming, but as a fee in accordance with the terms of your intercity tariff plan.

Is it possible to change the home region for a Megafon number?

Unfortunately, this cannot be done. Each SIM card is initially assigned (this is sewn into its chip and assigned to a number) to a certain region of the Russian Federation, and it is technically impossible to change its home region. So you won’t be able to move to another city, leaving your old number, and use communication services according to its tariff plans.

The only thing you can do is register a number with the same set of numbers (except for the first three, which contain the region number), if it is still free at the moment. In this case, you will have the number 8-960-XXX-XXXX instead of 8-920-XXX-XXXX (this is just an example), but changing it this way will only be useful for easier remembering of your phone number.
