In this topic I will try to collect currently relevant information about the services of the Big Three operators for private users to combat the theft of money with the help of commercial content providers. This is what we have been able to dig up to date for each operator (across Russia).
Please note that ALL third-party services stop working. Including payment services by SMS - parking, metro, etc.
For private users there is a free one, for corporate users there is “Content Ban 20” for 20 rubles per month.
Based on experience and reviews on forums, this is not a 100% ban, but it cuts off all commercial scammers. The “Content Ban” option is not advertised by the operator; it is not in the standard lists for tariff plans. You can connect either by calling the hotline (with a code word), or in person at MTS offices. You can separately disable SMS 1) To short numbers; 2) For long-distance/international (thanks mihmig).

Description of service:
Since December 28, 2010, MTS clients have been able to connect, with which you can limit access to infotainment services.*

The service is available for connection to subscribers of all MTS tariff plans, with the exception of corporate ones.

This list includes numbers that are used for free information services, receiving phone settings, are not paid entertainment services, or technically cannot be blocked by authorized MTS software and hardware.
Changing the terms of provision
From May 10, 2011, the terms of service for MTS subscribers will change.
Starting from May 10, 2011, the Content Ban service will block messages from all incoming paid numbers.

You can draw up a paper additional agreement to the contract stating that no additional service can be connected without your written application. I emphasize - without a WRITTEN statement. There are services of Moscow Megafon called “STOP-content”.

Author's recommendation
: If the phone is used by elderly people or children, a good option (unfortunately) would be to simply disable the ability to receive/send SMS. It is also possible to “Unsubscribe from all current subscriptions” for a number - by dialing short numbers, calling a hotline, or making a personal visit.

How to disable incoming SMS on MTS
Terms and restrictions
“SMS-Pro” is available to users of most tariff plans, except for “Cool”, “Connect”, “Online”, “MTS iPad” and their current variations. The number of blocked numbers reaches 300.
The operator has the right to block only numbers determined by MTS equipment. The blocking applies to mobile, landline and international numbers.

How to ban MegaFon subscriptions?
We are used to controlling spending on mobile communications, so when expenses exceed expected limits, we begin to sound the alarm and accuse the mobile operator of fraud. Previously, it was possible to add a service using a simple USSD command, but the operator, hunting for profit, excluded this possibility.

Blocking SMS from MTS short numbers
Those wishing to block receiving letters from short service numbers (up to 7 digits) should use the same option. To connect it costs:
- connect the “Blacklist” using your personal account or a special USSD command 111*442#;
- activate “SMS Pro” in your personal account or by sending a message with the text On to number 232.
An alternative solution would be to call the contact center, where a personal assistant will tell you in detail how to connect. If his instructions are not enough, the consultant will activate the blocking himself. But the subscriber should prepare a passport in advance so that the operator can identify the caller.
Banning SMS from DEF numbers
Less often than from short ones, spam SMS messages come from regular federal numbers. Such numbers are called DEF and have the usual format +7(9ХХ)-ХХХ-ХХ-ХХ. Banning SMS from such numbers is a little more difficult, but still possible. In this case, as in the case of short numbers, each number is blocked separately.
How to set a ban
To block receiving messages from such a number, you must write a statement at an MTS communication salon. In it you will need to indicate the number itself and the text of the message from it. After receiving the application and processing it, which takes place within 5 working days, you will be connected to three at once, “Black List” and “SMS Pro” (free).

If all three options are connected simultaneously upon application at the MTS office, then no fee will be charged for them. However, if you disable the “Prohibition of receiving SMS messages from DEF numbers” option, a subscription fee will be charged for the remaining 2 services.
