Tele2, the Russian mobile operator, summed up the development of banking MVNOs for the first half of 2021. Bank projects became the driver of growth not only for the Tele2 MVNO “factory”, but also for the entire Russian market of virtual operators. In the first half of 2020, the number of banking MVNO clients increased 2.2 times compared to the same period last year and amounted to 2 million subscribers. Thus, bank projects serve almost half of the clients of all Tele2 MVNO partners and occupy a fifth of the Russian virtual operator market.
Banking virtual operators are leaders in the MVNO Tele2 “factory” in terms of growth dynamics of the subscriber base and revenue. The total number of banking MVNO clients increased by 2.2 times year-on-year, and revenue from this segment increased by 2.4 times. At the same time, the general development indicators of the entire direction of virtual operators are as follows: the subscriber base of all Tele2 MVNO partners increased by 85%, revenue from these projects doubled.
Experts from the TMT Consulting agency at the end of 2021 predicted that the Russian MVNO market will remain highly dynamic, “while it will continue to be formed primarily by the current market leaders: telecom operators and the largest banks,” the analysts concluded. According to their estimates, in Russia a little more than 10 million people use the services of virtual operators. Thus, bank MVNOs account for 20% of the market.
The launch of virtual operators allows commercial banks to develop their own ecosystem of services for their clients: combine financial and telecom services, link mobile phone service offerings and bank loyalty programs, and make banking products more attractive.

What should you remember before switching to Tele2 with your old number?
- If you have ever been a Tele2 subscriber and switched to another one while keeping the number, and now you decide to return again, then confusion may arise when entering the number. In this case, you will have to contact the office for help.
- The “personal account” of the old operator will be deactivated automatically, and you will not be able to log into it. Immediately after switching to Tele2, register for your convenience a “Personal Account” on the company’s website.

What does the transition process look like?

3. The “old” operator receives the application. Then it checks the subscriber for: absence of debt, absence of a transfer ban for 6 months. from the date of connection, etc.
4. If the check is successful, the “old” operator sends the estimated start date of the transfer. Usually - about 7 full days after the end of the inspection. During this period, the “old” operator tries to find out from the subscriber the reasons for the transition. And he persuades him to stay in the “old” company.
5. On the appointed day and time, the “small portation” stage begins. Key stakeholders make changes to their systems. And after which the subscriber’s new SIM card will be able to work in the new network. The process is started by the “old” operator. It deactivates the subscriber in its systems - HLR and billing.
6. Then the new operator activates his new subscriber. According to the regulations, this transition should not take more than half an hour. After all, the subscriber remains completely without communication during this process.
7. The “old” operator then makes changes to its SFR. This is necessary so that calls from his network to his “former” subscriber are correctly sent to his new home network. This ends the “small portation” stage.
8. The CDPN uploads incremental data about the new RN of the ported subscriber to its database. And all affiliated operators collect this information once every 2 hours. And update their SRFs.

At that time, there were ready-made solutions on the market: both for the CDPN and for each operator and vendor of its equipment. Therefore, the “abolition of mobile slavery” took place calmly and very successfully.

Finland

USA

As a result, the introduction of MNP only led to a short-term increase in the churn rate. But the service itself turned out to be practically unclaimed. This figure was significantly lower than expected (up to 30% of the subscriber base).
At the time of MNP implementation in the countries studied, the lowest subscriber churn rate was in Japan (4%). And the largest is in Brazil (34%). 5 years after the introduction of MNP in some countries (Poland, Australia, etc.), this figure increased. In others (USA, Japan, Brazil, etc.) it has decreased.
