Description of the MTS Social tariff - connect and disconnect

Communications and mobile Internet in Russia have always been expensive, and every year the costs of these services are only growing. High prices hit socially vulnerable categories of the population, including pensioners, the most. In this regard, some mobile operators are introducing special social tariffs. For example, MTS has a favorable tariff for pensioners for 180 rubles per month. Let's get to know him better.

What is included in the tariff

The subscription fee for this tariff is 180 rubles per month. For this price, the subscriber receives the following set of services:

  • 1 GB mobile internet;
  • Unlimited calls on the MTS network in Moscow and the region, the package of minutes is not consumed;
  • 100 minutes for calls to numbers of other operators in Moscow and the region;
  • 100 SMS messages to numbers in Moscow and the Moscow region.

Billing is per minute; calls lasting less than 3 seconds are not charged. Otherwise, round up.

Tariffs without monthly fee and without Internet

MTS has prepared profitable offers for pensioners without a subscription fee and with traffic turned off. Since older people rarely need such a service, it will be convenient for them to use a tariff such as “Per-Second”, where everything previously listed is absent, and the fee is charged for the number of seconds spoken. You can also pay attention to such offers as “Super MTS” and “Red Energy”. In each case, there is no provision for debiting funds from the subscription fee, and money is spent only for specific services provided to the subscriber.

Not included in the tariff and paid separately

You will have to pay separately for calls to numbers of other Russian operators if you call to other regions. A number of other paid services are also provided.

  • Calls to subscribers of other operators and to landlines in Moscow and the region (over 100 minutes) – 3.5 rubles per minute;
  • To MTS numbers throughout Russia – 2 rubles per minute;
  • To numbers of other Russian operators – 6 rubles per minute.

There will also be a charge for sending SMS messages after the package is exhausted. In this case, you will have to pay 3.5 rubles per message

Muscovites with disabilities will receive smartphones from MTS with access to the “Care” system

By the end of 2013, more than 2 thousand pensioners and disabled people in Moscow will receive smartphones with pre-installed MTS SIM cards to access the services of the Care Systems center, which provides round-the-clock social and medical assistance.

The project is being implemented by order of the Moscow Department of Social Protection in collaboration with the creator of the Care System, the Lege company. MTS will provide access to the system's dispatch center, with which you can call an ambulance and emergency services specialists, notify relatives, consult about taking prescribed medications, clarify information about the work of medical institutions, obtain information on the provision of social benefits, solve problems with utility and social services , organize care and help around the house, get psychological support.

MTS has also organized a federal number in the 8-800 format, with which you can contact the Care System call center from anywhere in Russia and leave a request for the necessary assistance. In addition, the project, using the MTS Communicator service, provides for informing service users via SMS about actions taken as a result of contacting the center. Specialized software "Care Systems" monitors and transmits information about the location of the person under care to the call center via MTS cellular communication channels.

How to disable the tariff

You won’t be able to simply turn off the tariff, but you can always switch to another tariff plan. To do this, in your personal account you should view the list of packages available for connection and select the appropriate one. It is worth considering that there must be enough money in the account to pay the first month's subscription fee.

It may well be that this tariff is suitable for some subscribers who are not classified as socially vulnerable. This will be the best option for those people who use MTS communications with their whole family.

It is not entirely clear why the operator decided to hide this tariff in the archived list. Probably, the company's management decided that there were too many people who wanted to use cheap communications.

Cheap calls and internet

If you still need packages with access to data transfer, then you can consider the line of tariff plans that provide the corresponding services. In this case, you can turn your attention to such a proposal as “Active Pensioner”. In addition, for elderly people, you can consider the “Super 0” tariff option. There is a small charge for each call, but there is a certain amount of traffic built into the package.

Important! Before choosing the optimal tariff plan for yourself, you need to carefully read the prices, and also the possibility of activating additional options, which may very often be required in connection with specific life situations.

Currently, large companies that provide certain services to the population are increasingly turning their attention to the elderly, offering them the most favorable limits. This is due to the fact that most pensioners cannot afford to spend significant money on cellular communications. The leader here, without a doubt, is the MTS provider, which has prepared a whole line of tariff plans for this category of citizens. Here you can choose the offers that are optimal in terms of functionality, and in addition, you will get a chance to provide various add-ons.

"Lege" and MTS launched the "Zabota" control system in Moscow

The St. Petersburg group "Lege", owned by entrepreneur Konstantin Livshits, together with MTS, launched a system for monitoring the condition of elderly and disabled people using smartphones in Moscow.
The first 2 thousand devices for public sector employees have already been purchased by the capital’s government. After Moscow, the company intends to bring the system to the federal level, spending at least 250 million rubles of its own and borrowed funds on the project. The Lege group has been promoting the “Care” system of organizing round-the-clock assistance for the elderly and disabled for several years. Until recently, the system's operation was limited to St. Petersburg, Gatchina and Petrozavodsk. Last week the company began expansion into Moscow. The reason was the winning tender of the Moscow government for remote patronage of 2 thousand pensioners and disabled people for a total amount of about 13 million rubles.

According to Denis Vasiliev, Deputy General Director of Lege LLC, for the first time in Moscow, the company will use smartphones based on the Android operating system rather than specialized devices to monitor the well-being of those being observed.

The northwestern branch of MTS became the supplier of phones and SIM cards connected to special telecommunications services. Special software allows you not only to contact the company’s call center and receive information SMS, but also to determine the location of the person being observed, record a fall, and, if necessary, automatically turn on the hands-free mode.

In the future, the company expects to promote its service among private clients. According to the company, there are about 2 million potential consumers in Moscow,” Denis Vasiliev told DP.

MTS confirmed the information, but has not yet commented on the details of the negotiations. The company has not yet worked out the cost of the service in Moscow; in St. Petersburg it is up to 700 rubles per month.

“Before launching the product in Moscow, we switched all our phones to the 8-800 code, free of charge for the caller, and also launched an information system that can withstand heavy loads. Therefore, now we are ready to enter the federal level,” said Denis Vasiliev.

The company is currently negotiating with the authorities of nine regions. Having a government contract is a prerequisite for entry. This makes it possible from the very beginning to make it cost-effective to work with several local consultants needed to solve a range of purely local problems for pensioners. The remaining employees will work remotely from a call center in St. Petersburg. Now it has about 15 people who serve about 8 thousand subscribers.

For free access to sites, subscribers will pay an additional 20%

Cellular operators have warned about the inevitability of an increase in communication tariffs if the state does not compensate them for free access of subscribers to socially important sites. Compensation could come in the form of tax breaks that would help subsidize special plans that include unlimited social internet, the companies believe. Taking into account the losses of operators due to the depreciation of the ruble, communications in 2021 may rise in price by 20%, experts believe.

Providing free access to socially significant Internet resources without compensation from the state will lead to an increase in communication tariffs, write members of the working group of the commission of the Russian Union of Industrialists and Entrepreneurs (RSPP) on communications and IT in the draft proposals (available to Kommersant) on financing such access. The group includes representatives of MTS, MegaFon, VimpelCom, Tele2, ER-Telecom, Yandex, Mail.ru Group and industry associations. After approval by the commission, the proposals will be sent to the government and the Ministry of Telecom and Mass Communications.

Russian President Vladimir Putin instructed the Federal Assembly to provide free access to socially significant resources until June 1, 2021. The Ministry of Telecom and Mass Communications proposed to provide subscribers with free access to the government services portal and websites of all government bodies from March 1, but the corresponding government resolution was not agreed upon in time, Kommersant reported on March 2. The Ministry of Telecom and Mass Communications will prepare a new bill only by March 26, it follows from the information on regulation.gov.ru; its planned entry into force is December 2021.

To offset the costs of providing free access to resources, members of the RSPP working group propose two options: introducing tax benefits or deductions, or launching special tariffs with a minimum fixed monthly payment.

Within the framework of such a tariff, access to resources included in the register of socially significant ones will be unlimited and non-tariffable. It is proposed to compensate for the costs of providing such a tariff either through tax breaks or through a proportional increase in prices for standard tariffs. Operators and Internet companies estimated the possible costs of providing free access to socially significant resources at 150 billion rubles. per year, Kommersant reported on February 11.

Why free access to important sites was left without a resolution

The Ministry of Telecom and Mass Communications is against providing compensation to telecom operators for access to socially important sites, Minister Maksut Shadayev told reporters on March 11. At the same time, according to him, the list of socially significant ones may include the Yandex.Food and Delivery Club services, the VKontakte social network, instant messengers, online media, education and healthcare services. According to the Ministry of Telecom and Mass Communications, free access to socially important services will take no more than 10% of the total traffic of operators. According to a Kommersant source in one of the companies, the Ministry of Telecom and Mass Communications plans to conduct tests in the near future to study the indicators of consumed traffic. The Ministry of Telecom and Mass Communications will comment on the proposals of the RSPP after receiving them, the press service of the ministry reported.

Maksut Shadayev, Minister of Communications of the Russian Federation, March 11, 2021 (RIA Novosti)

The list will include all socially significant things. These are social networks, instant messengers, food ordering services - everything that is needed in everyday life, something that is often used

MTS, MegaFon and Yandex confirmed that they participated in the development of the working group’s proposals. VimpelCom, Tele2, ER-Telecom and Mail.ru Group declined to comment. Rostelecom agrees that government support may be required if commercial services are included in the list. In this case, the costs will be borne not only by operators, but also by the Internet platforms themselves, since this will lead to increased costs for servers and increased payments to telecom operators for traffic, the working group’s draft says. In addition, you will have to invest in creating lightweight versions of resources and limiting the possibility of free access to resources not included in the registry.

How the coronavirus affected the international traffic of operators

These costs will be passed on to subscribers, resulting in a 15–20% price increase, believes Mobile Research Group analyst Eldar Murtazin. Thus, in 2021 there may be at least two waves of increases in prices for cellular communications, taking into account the losses of operators from international roaming as a result of the depreciation of the ruble (“Kommersant” reported about them on March 13), says Sergei Polovnikov, head of Content Review. According to his estimates, both waves of price increases can be within 5–10%, that is, the final increase in communication costs will be up to 20%.
