Cellular communications are gaining momentum, and few can imagine life without it. However, the hype brings “side effects” in the form of problems with communication and overload of operators. If you are trying to call a friend, acquaintance or family member, but the robot constantly exclaims “The subscriber’s phone is busy, leave a message after the signal” - this article is for you!
Let's look at all the reasons - from the obvious to the more rare. Only after this will you be able to figure out what this means.
What does it mean when a subscriber is constantly busy?
Why is he doing this about the blacklist?
The favorite option of a number of subscribers is “Black List”. But it was not there. If you absolutely need to get through to a person, you can “go around the mountain” and avoid restrictions. Follow the instructions:
- Write an SMS and ask to be removed from the emergency situation. Turn on message delivery notifications in advance.
- Check if you are in an emergency by calling from another number. If the person decides to answer you, you can find out whether you fell out of favor by accident or on purpose.
- 21st century, guys! We use Viber, WhatsApp, Telegram, Skype - organize a regular or video call. Online regulars can write or send an audio message even via Instagram direct (if you haven’t been banned there either).
The only thing that cannot be bypassed is the “Flight” or “Do Not Disturb” mode, which turns off all incoming messages and SMS.
One beep and the line is busy, what does Tele2 mean?
When a person is “not heard” ten times, only then does he seem to realize that he is listed in an emergency situation. In more modern models there is the first beep and a break. If this happens more than once, then that’s exactly what it is – an emergency.
The subscriber’s phone is temporarily unavailable, what does this mean (read more...)
It is difficult to find out whether the person you are calling has actually blacklisted you the first time. Usually there are short beeps and the connection is lost. Only by these signs can you find out. If you can’t get through to him all the time, then you’re definitely on the black list.
And if you need to convey important information
The phrase “The subscriber is currently unable to answer your call”
A network answering machine usually speaks when a subscriber is not online, but his number is connected to a voice answering machine.
As a rule, after this phrase it is said: “After a long beep, you can leave a voice message
,” and a beep is heard. As soon as there is silence, you can speak your message to the answering machine - it will be automatically recorded and saved on the telecom operator’s server.
When your friend turns on his phone, he will receive an SMS from the mobile operator saying that there is a voice message for him that can be listened to by calling such and such a number. This is the most convenient way to convey important information. By calling the answering machine number, he will listen to your message and will definitely contact you.
if they try to call you while you are talking to someone else on your cell phone...
On any operator, on any phone, second call waiting can be activated bypassing all settings via the USSD command *43# call.
no, it’s not visible, but there are always beeps if someone calls during a conversation, you can press and answer and put the conversation on hold.
If you have activated the second call service from the operator, then during the conversation you will hear the second call, and it will naturally appear in calls as unanswered if you do not switch and answer it.
It shows up as missed... When they call, there are additional beeps during your conversation, if you don’t answer, look in the missed calls.
I even had this function on Simak S35 a hundred years ago
Do you have such a function as “second line” (this has nothing to do with the operator)? if there is, turn it on
Phone breakdown or SIM card failure
When, after a beep, they say that the subscriber is busy, it is possible that his phone has “played the box.” This means that the user has dropped, wet, or otherwise damaged their device. It is impossible to completely protect and secure the device from this, so first find out the reason why you are constantly unable to get through by phone, and then make a claim. By the way, your phone is also not “iron” (even if it is) and the problem may be with you - try calling someone else. If you can’t get through to anyone, contact the service for repairs.
So, if you have heard more than one short beep and were unable to call where you need to, there are plenty of options for solving this problem. Choose yours. If for the same reason you do not accept incoming messages, you will have to contact the operator or repairmen.
Reasons why a subscriber cannot answer a call
Your friend's phone suddenly died and there is no way to charge it. Perhaps he is on the road or, for example, in a cinema. It is possible that your friend went down to the underground parking for a while or went to the store located in the basement of the building. After some time, he may well appear in touch without even noticing that he was missing “from the air.” Perhaps your friend went out of town and found himself in an area of poor reception or where there is no telephone coverage at all. Remember, maybe he has elderly relatives living in the countryside, or his work requires frequent trips out of town. Maybe he went on vacation abroad? In this case, the switched-on SIM card of the Russian operator will lead to serious expenses, so, most likely, he either turned off his phone during the vacation or uses a different SIM card. Sometimes situations arise when circumstances require turning off the phone
For example, your friend is sitting at an important meeting where everyone is required to turn off their phones, or he got sick, took some medicine and went to bed. After some time, the connection will be restored - you just need to be a little patient. The most unpleasant case
They don’t want to communicate with you, so your phone is blacklisted. It is very simple to check this: you need to call this person from another number that is unknown to him or is not associated with your identity.
The subscriber's phone is temporarily unavailable, what does this mean?
What does the phrase mean: “The subscriber’s phone is temporarily unavailable, call back later,” which we sometimes hear when trying to reach a certain person? And why does he give it away?
The reason is that the mobile network of the subscriber's phone operator is not available at the time of the call. This can be found in all Russian operators: MTS, Beeline, Megafon, Tele2. In turn, there are several reasons why this can happen:
- Poor or no connection
. If you call a person whose phone is turned on and it displays the message: “The subscriber’s phone is temporarily unavailable, call back later,” then the reason may be a poor connection or its absence. This can happen if the subscriber is far from a populated area and from the location of the operator’s towers. You can also encounter a similar phenomenon in places where something interferes with signal reception: in the subway, basements, elevators. From personal experience I know that a bad connection can occur even in an apartment. My previous mobile operator Tele2 had no connection when I entered my apartment in Krasnodar. And she only appeared if she held the phone to the window. Moreover, this phenomenon was constant. You can often encounter the problem of not being able to reach a subscriber on holidays, when the operator’s mobile networks are heavily overloaded. - The phone is turned off
. Also, the message: “The subscriber’s phone is temporarily unavailable, call back later” may appear if the person’s phone is turned off. The reasons could be either a person turning off the phone on their own, or the fact that the phone could simply be dead. - There is a problem with the phone
. One of the common reasons why it displays the message “The subscriber’s phone is temporarily unavailable, call back later” is a malfunction of the mobile phone. This can be either a simple glitch, which can be fixed by simply rebooting the phone, or a very serious problem, which is simply impossible to fix without contacting a service center. - Incorrectly installed SIM card
. This can happen if the SIM card is installed incorrectly, or has moved out of the SIM card slot.
The only thing you can do in such a situation is to follow the advice and call later.
I hope the article “call back later : what does it mean, what to do
"was useful to you.

What does it mean the subscriber is talking on another line. How to connect a second line on a megaphone
We argued with a man that he shouldn’t talk to anyone on the phone for a while. When I called, there was an answering machine for a couple of minutes, as indicated in the title of the question (Subscriber number is busy. Please call back later). Then short beeps. Then the beeps went off normally. The man almost swears that he didn’t pick up the phone. Could it be a Beeline glitch, or can we safely say that he lost the argument?
PS Sorry that this category doesn’t include a separate category about cellular communications, unfortunately.

EVEN on my old Motorola MPx200 there was a black list in which it was possible to simulate three states: the subscriber was unavailable, the subscriber was busy, and the subscriber picked up and immediately hung up.
I think since 2006 progress has stepped far forward and this can still be done through a blacklist)
In what cases can the phone be constantly busy (the subscriber is unreachable)?
Alex mishin
The transmission of mobile telephony data is carried out through the channels of the worldwide digital communications network, in fact, over the Internet. Line overload is excluded. “Subscriber is unavailable” - many telecom operators instead report that “the subscriber’s device is turned off or is out of network coverage” - this means exactly that the SIM card you are calling for some reason is not inserted into the device, is inserted into a turned off device or device is currently located where there is no coverage of the corresponding operator. If the SIM card is detected by the network, but is currently in conversation with someone else, then you will receive not “subscriber unavailable”, but some other message, most often ordinary short beeps. For example, I have one of my three SIM cards lying in my desk for months because there is no free slot for it in my mobile. And the other one - Kaluga Megafon - is recognized only during those hours when I am in the Kaluga region, since I asked the operator to turn off roaming for me - so as not to pay for roaming if I had already left the Kaluga region and, without noticing this, called someone or they called me (incoming calls in roaming are paid).
If you can call Russia from abroad to other numbers at all, then I don’t see any other possible reasons for the lack of communication with this particular subscriber. Unless, of course, you are on the black list (possibly by mistake!) and if the called subscriber has not turned on “false busy” (which for you is equivalent to the fact that he simply turned off the device).
How do you know if your number is on the blacklist?
I mean the phone number.

In order to find out whether your phone number is on the blacklist of a specific person, you just need to call him. If you can reach him without any problems, it means your number is not blacklisted. If, when you call the subscriber you are checking, you cannot reach him (there are no beeps, the call is dropped), then your number may have been added to the black list. To make sure of this, you need to try calling the subscriber again at a different time of day. To guarantee, it is recommended to call the phone number being verified from another cell phone. If there are beeps when you call from that number, it means you are on the black list.

There are times when you don’t want to receive calls from anyone. You blacklist the subscriber - and then the thoughts begin: “What does the subscriber hear on the black list?” In fact, if you dial the person who listed your number in the emergency situation, there will be no dial tone. Or they will be there, but you won’t be able to get through. So if you call 3-5 times, and you only hear beeps (or none at all), it means that the subscriber may have included your number in an emergency.
PS:
List your friend in an emergency and ask him to call you. Then just don’t forget to remove your friend from the emergency situation.

I checked how the blacklist works on my phone. I took my landline number, blacklisted it and called from it, usually as soon as the number is dialed you will immediately hear beeps, as if the subscriber’s number was busy. Therefore, the easiest way to check is to take two phone numbers. First you make calls from the first number, we just check the first number on the black list or not, we call the desired subscriber, if there are beeps twice when calling. Then we immediately make calls from the second number, and there are normal beeps, then we can conclude that the subscriber does not want to communicate with you and has put you on his blacklist.

If you suspect that the subscriber has blacklisted you on his phone (always busy or unavailable), try taking another phone (from friends or from home). Call from your phone, then from someone else’s, then again from yours.
If there are beeps from another phone, but the call from yours is unavailable or there is a busy signal, then with a high degree of probability we can assume that you have been blacklisted.
Leona-100
If you called a person and instead of long beeps or a melody, you heard short beeps on the receiver, as if the subscriber was “busy,” then perhaps your phone number was added to the “black list.” Try calling the person back several times at different times and if the situation repeats, it means that he is definitely not talking to another subscriber, but has added your phone to his “black list”. True, in some phone models, even if you are on the “black list” you can write SMS to the subscriber. Try sending an SMS and writing to the person everything you think about him. Or you can simply call from a different phone number.

When we are added to an emergency situation, we may not find out about it soon, if at all. The fact is that there is only one way to check whether your phone number is on the black list of another subscriber - it’s simple. You need to make a call - if you hear beeps, you are not in an emergency situation, but if you cannot get through, it will most likely turn out that you have been included in an emergency situation. To make sure of this, call again a little later - if nothing changes, then yes, your number is on the blacklist.

It happens that you call a person once, twice, ten, a hundred times and he’s still busy. The person can’t not hang up at all. So this is the black list. But you can also put it on the black list so that it’s always turned off. SMS they come, but it also happens that they don’t arrive. And you don’t even see the SMS, they remain saved in drafts or some separate folder (my friend had this) I send her an SMS, but she didn’t even know. Once I found it in which then the folder and she and I laughed for a long time.

As such, there are no services to find out who blacklisted your phone number! But you can check this in other ways. If you suspect that you have been blocked, call this number, the call will be dropped, but you will not hear anything there, you simply will not be able to get through. Take another phone and call this number, if you hear beeps, then you are definitely on the black list.

I blacklisted numbers several times. The owners of these numbers said that they could not get through, that my number was busy all the time.
This is exactly how you can find out that your number has been blacklisted (by dialing the number and hearing short beeps or no beeps at all).
This situation several times in a row immediately hints that your number is on this list.
Lilia87
The first signal that you have been blacklisted will be that when you call the subscriber, short beeps will constantly sound. Most likely you are already in an emergency. The surest way to check this is to try calling the subscriber from a different number.
How can you tell from a call that you are on the subscriber’s black list?
Wow, useful information!
It didn't happen to me, though. But what if? In general, it’s not nice to do that. And not decently. If you don't want to know more, tell me to my face. — more than a year ago Galina Vasilna
It also depends on the brand of the phone.
Why is iPhone always busy?
The “Do Not Disturb” function is enabled on the subscriber’s device
The Do Not Disturb feature makes the iPhone unavailable for calls from any number, but it can be activated and disabled automatically at a specified time (for example, at night), a detailed guide on setting the mode can be found here. When Do Not Disturb mode is active (an icon with a picture of the month appears in the status bar), the iPhone also answers incoming calls with short busy beeps.
Of course, there is always the possibility of missing a really important call, for example, from family and friends. To avoid such situations, you can make an exception for certain subscribers and allow them to dial on an iPhone that is in Do Not Disturb mode. To do this, you need to perform two operations:
1. On the page of the desired subscriber in the Contacts application, click “Add to Favorites”;
2. Go to Settings → Do not disturb → Call Allowance and check the box next to “From favorites”.
Why is it “busy” only on the first call on iPhone?
Another option that, in theory, allows you not to miss an important call in Do Not Disturb mode is called “Repeat calls”; you can enable it in the same menu Settings → Do Not Disturb (see screenshot above). In active mode, the function skips a call to the iPhone if this is the second attempt to call in the last three minutes.
Your number is blocked (blacklisted by the subscriber)
Blocking subscribers using the “Black List” is easy and quick (detailed instructions for working with this function can be found here and here), while the marked contacts from the address book will not be able to reach the user’s iPhone
, immediately after the call,
short busy beeps will sound
. Thus, the “Black List” allows you to solve the problem with specific subscribers, messages and calls from whom you want to completely ignore.

For the purity of the experiment, you can repeat it several times. However, if they really don’t want to hear from you, they will add you to the blacklist as many times as necessary. If you try to communicate with a phone number that is unfamiliar to the subscriber, the new number will be remembered and also sent to the ignore list.
Special services and Blacklist on the phone (read more...)
Also, the line may be busy if the receiving device or SIM card is damaged when calling a mobile phone. Breakdowns often result from the phone falling or moisture getting inside the device. Moreover, the root of the malfunction can be located either on someone else’s side or on yours.
The technical error
As the number of mobile operators grows, unfortunately, it is not so much the quality of coverage and communication that grows, but the number of various failures. Moreover, this applies even to the most famous operators, such as MTS, Beeline and others.
Most often, such large-scale failures occur during the New Year holidays, when subscribers rush to congratulate loved ones with a glass of champagne and fireworks. This happens simultaneously, so the networks cannot withstand such a load.
Not all operators report that the network is overloaded, so it may appear that the number is busy or the call was dropped. What to do? You can try to call all the time until you can get through.
The subscriber's phone is busy due to the blacklist
Another reason for the inability to get through is adding to the “Black List”
". The procedure is carried out both in the phone settings and at the mobile operator level. Many operators have this option - Beeline, MTS, Megafon, Tele2, etc.
from Beeline operator
Have you found yourself in such a situation? There are several options to “bypass” the restrictions:
- Try sending a regular SMS, asking the subscriber to remove you from the blacklist. Before doing this, it is recommended to enable SMS delivery notifications.
- Just call from another number - if the call goes through like this, you are on the Black List. True, there is a chance to solve everything if a person picks up the phone and wants to talk to you.
- Use alternative communication methods - Viber, WhatsApp or Telegram provide audio and video calls.
It's also worth briefly mentioning Do Not Disturb
(on an airplane, standalone) - it completely disables the possibility of incoming calls and SMS. There is no way around this option.
Wrong network type
If you only hear short beeps during an outgoing call, the problem may be that the network type is not selected correctly. For example, a call goes through a cell tower that only supports 2G and 3G, but the phone has 4G enabled. You can fix this in the settings by selecting a different preferred network type and trying to make the call again.
What is the reason
Technical failures are excluded, but they cannot occur within one call. If the bot says that the device is busy, although it is not, and does it too often, the reasons need to be looked deeper. Let's consider all the options.
Forwarding enabled
The call forwarding option is in high demand - subscribers connect the free service to their number and make various settings. Tele2 allows you to activate call forwarding when there is no answer or if the line is busy. Personally, the subscriber does not always turn it on - there are cases where the option is automatically assigned to a voicemail number after activating voicemail services or “who called?” Then, when you call, the bot “picks up” the phone and invites the person on the other end of the line to leave a message.
In some tariffs, the forwarding service is enabled by default. If, when dialing a subscriber, a message that he is busy constantly pops up, try contacting him in other ways or check the forwarding activity. This can be done easily in your personal account or through your support manager over the phone. To set up targeted disconnections and adjust types of forwarding, each operator has ussd commands. First, you should reboot your device - this may work. If it doesn't help, move on to other actions.

The load on mobile operator networks increases every year, resulting in various communication problems. Even now in places with good signal reception it is not always possible to get through. In addition, there are many other factors that can interfere with communication. We will discuss one of these situations further. The subscriber's phone is constantly busy - what does this mean and what are the reasons? We will consider general points that apply to all operators (MTS, Beeline, Tele2, Megafon).
The subscriber is constantly talking on the other line. How to disconnect the second Beeline telephone line
The telecommunications company Beeline has provided a special one for its clients, which allows them to receive several calls and simultaneously communicate with two subscribers. Despite the useful properties of this service for users, many subscribers are uncomfortable with being distracted by an additional call and interrupting the current conversation.
Features from Beeline
The basic principle of the operation of an additional Beeline line is the ability of a subscriber to accept a parallel call by placing the current call on hold. Thus, one mobile device simultaneously interacts with two voice communication channels, allowing you to switch between calls and maintain communication in turn, or after finishing a conversation with one subscriber, go on to a conversation with another.
is a basic option for the provider, is suitable for all tariffs with the possibility of voice communication, does not require an active Internet connection and is capable of functioning on any model of smartphones and tablets that have a Beeline SIM card installed.
Important! Using a second telephone line from Beeline does not require a subscription fee. Connecting and disconnecting is also free. This information is officially listed on the provider’s website in the “Calls” section of the “Services” section.
Managing the service is very simple. If, during a conversation, another call tones are heard on the phone, the subscription can proceed as follows:
- look at the number or name of the calling user on the device screen, and ignore the call, continuing the current conversation;
- end the current conversation using the “End call” button and answer the call on the second line;
- Without ending the current conversation, press alternately the “2” button and the “Accept call” button, thereby activating the second communication line. To switch between subscribers, use the same combination of buttons “2” and “Accept call”.
Please note that it allows you to call back one subscriber without stopping the conversation with another. To do this, you need to press the “2” + “Accept call” button on your phone, enter the number of the desired user and activate the “Accept call” button again.
Disabling the second line on Beeline
You can determine the status through the “Phone Settings” menu. Having opened the “Calls” section in the phone menu, you need to activate the “Second Line” and “Status” items one by one. After these steps, the subscriber will understand whether the service is connected or disabled.
Please note that on some devices, the “Second Line” item has the same name as itself or “Call Waiting”.
If the service is active, several algorithms can be used to disable it:
- send a USSD request from the device in the format * 43 #
; - visit your Personal Account, go to the “Services” section, click the “Disable” button next to this option;
- use the phone menu, go to the “Second Line” (“Call Waiting”) item, select the “Cancel” command.
By performing any of the above actions, the subscriber will definitely deactivate the second line, and no one will be able to disturb him during voice communication on the phone.
Connecting and reconnecting the second Beeline line
The question of how to connect a second line on Beeline is solved similarly to the deactivation procedure we described. To do this, use the already familiar USSD command * 43 #
, changing settings in the phone menu or the functionality of the online self-service service Personal Account.
To connect a second telephone line, you can also use the service page on the official Beeline website.
When used, various problems may arise with its incorrect operation, including the inability to accept a parallel call. In such a situation, it is necessary to update the service status by reconnecting the second line by calling a toll-free number 067 40 90 41
or USSD command
Blacklist and Do Not Disturb mode
Modern devices are capable of emulating any action. A properly configured Black List completely excludes unwanted incoming messages and more.
What can be done to bypass it?
- Send SMS. Enable receiving a delivery report, and in the text of the message itself, ask the subscriber to remove the number from the list.
- Call from someone else's number. If calls do not go through from your phone, but do from another, then there is a high probability of being included in
- Use alternative communication channels: Viber, Skype, WhatsApp. You can write a message, make a voice call or video call.
We should also talk about setting up the Black List. Its flexibility depends on the specific model and manufacturer. Many manufacturers include a really large list of features in their products. For example, you can set up groups, allow incoming calls from phone book numbers, block calls from specific subscribers or groups at certain times, and much more. Even the arrival of SMS can be turned off. Smartphones can signal “busy”, “subscriber unavailable”, and the device can also pick up and hang up. And much more.
There are modes in the phone settings. Each of them has its own operating scenarios. In particular, when you select the “Do Not Disturb” option, incoming calls may not go through, giving the caller a “busy” or “subscriber unavailable” message, or they may go through, but without signals.
Often, phone owners do not know about activating these functions, or they are turned on, for example, by children. It is recommended to check the network settings, Black list, actions for groups, settings for specific subscribers and operating modes.
