Today we will talk about the long-standing problem of the legalized “taking of money from the population” in our country with the help of paid services that provide their services through short numbers. The phrase “content providers” would not be very appropriate here, because this article is not about content. Actually, more than one material is planned under the title “Theft in Law”.

The story being described is about a particular incident that happened (or rather, is still happening) in my family. So, the operator is MTS . My no longer young mother uses the number of this operator, which is registered to me. For the last couple of years, the number was on the “Cool 2009” tariff plan, but the problems began the next day after switching to the “Your Country” tariff plan. Whether this is a coincidence or not, I don’t know, but it’s worth mentioning. Now, I’ll highlight this in a separate paragraph, because the phrase below is the key one in the article:

Actually, this service was also available at “Cool-2009” (it was even included in the package), and it is also connected to the current “Your Country”. The “Content Ban” was not disabled even for a minute.

So, on July 9, 2012, the tariff was changed to “Your Country” from “Cool-2009”, and on July 10, the balance of my mother’s personal account unexpectedly decreased by 60.96 kopecks. Having learned about this, I ordered details of her conversations through the MTS Internet Assistant, where I found the following line:

It shows that an outgoing call was allegedly made from her number to a paid short number 0671 lasting 1 minute, for which 51.66 rubles were charged. excluding VAT = 60.96 rub. VAT included.

Seeing this disgrace, I began to look into it. First of all, I found out from my mother that she herself did not call the short number 0671. Random dialing in your pocket is also excluded, because There is no such number in the outgoing calls of her old Samsung SGH-N620 phone, I checked this with her and then checked it personally. There are also no incoming SMS from this short number to which she could (theoretically) call back. Moreover, her old phone doesn’t even know how to open Russian SMS correctly and instead simply reboots.

There are no subscriptions on my mother’s number in the MTS “My Subscriptions” service. However, I already wrote this “for show”, because... We are talking specifically about outgoing calls to a short number, and not paid SMS mailings, and “My subscriptions” do not play a role here.

Now it remains to find out what this short number 0671 is. We enter it into the special field “Short number services” on the MTS website and find out that some kind of “Health Club” operates on a commercial basis using this number, and to improve your health there , you will have to pay 60.96 rubles. for every minute of an outgoing call, which is comparable to the price of a minute of conversation from international roaming. Moreover (attention!): “The service is provided jointly with Mobile Consulting Group LLC.” Do you already understand? Together with whom? That's right, with MTS!


But, as I wrote above, my mother already has a connection that should block outgoing calls and SMS messages to such short numbers. But, nevertheless, the fact of the call and charges for it in detail takes place. Well, as a final touch, I decided to check the list of short exception numbers for this service, and did not find 0671 in it:

As a result, even if we assume that my mother accidentally or intentionally called this paid number or her phone with an unlocked keypad did it on its own, lying in her pocket or bag, and then the “evil telephone spirit” cunningly removed it from the outgoing list calls, the “Content Ban” service still should not have missed this kind of call, and MTS billing should have written off money for it.

Therefore, I made a claim with a request to return the debited funds to the personal account, as well as to deal with it, and on July 10, 2012, I sent it to the email address [email protected] In particular, I asked:

“Return the amount of 51 rubles to the account number +7916ХХХХХХХ. 66 kopecks excluding VAT (and at the same time find out how this could happen when connected).”

As a result, on July 13, I received a response from MTS specialist Anna Emelyukova, which said, in part:

“In response to your appeal dated July 10, 2012. We inform you that a recalculation was made for an outgoing call to the short number 0671 dated July 10, 2012. Cash in the amount of 60 rubles. 96 kopecks credited to personal account 27732093ХХХХ.

Additionally, we inform you that information on the work has been transferred to the appropriate department.”

Well, I thought that would be the end of the story, but no! At the beginning of September the situation repeated itself, and on a larger scale. In the first half of September, 182 rubles were already stolen from my mother’s personal account (yes, let’s call a spade a spade!). 87 kopecks for the allegedly completed 3 minutes of outgoing calls to the same ill-fated short number 0671, which is still not in the outgoing calls of my mother’s phone and she has absolutely no idea what we are actually talking about. Moreover, her phone mostly lies in the hallway and is only occasionally used to call relatives. No one else has access to him, there are no small children in the house either. But there is a “Content Ban”. And it was. Having looked at the details again, I was unsurprised to find already familiar points (in the above detail screen the prices do not include VAT 18%):

Of course, I made a claim again and sent it on September 21 to the same MTS address. I quote the text in full:

"Hello. In July of this year, I already contacted you with the following problem: on the number 8 916 ХХХХХХХ in the details an outgoing call to the Health Club number (0671) was noticed. The phone number 8 916 ХХХХХХХ is used by my middle-aged mother, who does not call short numbers and does not even know about their purpose. Moreover, this number has been installed for a long time. However, this call is present in detail. As a result, you gave me a refund for July 10 in the amount of 60 rubles. 96 kopecks and promised to look into the correctness of the work (your letter is quoted below). However, the following item is again visible in the expenses for this month in the Internet assistant: Outgoing communication: Health Club (0671) 3 minutes 154.9800 rub. Dear MTS specialists! Let's learn to solve problems one at a time. Please get rid of the number 0671 (I don’t have it in “My Subscriptions” and I don’t want to see it in my details), get yours working and return the amount indicated above. Thank you in advance. The number is registered to [my full name is indicated]. Contact details are below."

Having submitted the claim, I began to wait for the result of its consideration, but during this time another 121.92 rubles were written off from my mother, who receives a more than modest pension. for 1 minute and 1 second of a call to 0671. Moreover, if you carefully follow what is written, you may notice that the details suspiciously often contain write-offs for exactly 1 minute and 1 second ! There are a lot of such rare coincidences, don’t you think?

On September 23, I again received a response from Anna Emelyukova about a refund, and also that the specified number had been reconnected:

“In response to your appeal dated September 21, 2012. We inform you that a recalculation was made for outgoing calls to the short number 0671 dated 09/03/2012, 09/22/2012. Cash in the amount of 304 rubles. 80 kop. credited to personal account 27732093ХХХХ. reconnected."

But tell me, what’s the point of reconnecting, if even a fool can see that this short number 0671 is on MTS’s list of exceptions (which they simply “forgot” to mention in the corresponding section of the site) and calls to it are technically allowed even when “Content Ban” is activated . And they “forgot” to mention this, apparently because this “scam” of clients for money under the name “Health Club” is provided by Mobile Consulting Group LLC together with MTS itself. That is, MTS makes money from this, and, as we see, its subscribers too.

Actually, this is how it turned out, because on September 29, my mother again received a mysterious outgoing call to the same 0671 and again for 1 minute and 1 second for 121.92 rubles.

Of course, reconnection was nothing more than dust in the eyes, and it could not give anything. What do you think MTS would prefer: to lose one (two, three, fifty) low-paying subscribers or to turn off a similar “golden tap” from which good money steadily flows? Let's see. Maybe I'm wrong about something. However, I sent a claim to MTS for the third time, ending it with the words that I was already ready to give up this and five other MTS numbers for my family and switch to service with another operator, if this kind of write-off for number 0671, which my mother does not need for nothing, will continue to appear out of nowhere. I have not yet received an answer to this, but it is already quite predictable. Nevertheless, I will continue to monitor the development of the situation and will definitely write a continuation (or ending) of this sad story as a supplement to this material or devote a separate article to it. As you can see, the popular opinion “MTS steals” for many years is not without foundation. But everything can always be quietly attributed to a technical glitch.

Update dated October 3, 2012:

Today a specialist from MTS contacted me by phone. Moreover, not from Ryazan (where the operator’s contact center is now located), but from the Moscow federal MTS number. According to her words, the next portion of money (121.92 rubles) was returned to my mother’s phone account, and she was assured that this short number 0671 was not on the MTS company’s list of exceptions. They don’t know yet what the reason for such calls is, but they again assured me that they shouldn’t go through if the “Content Ban” is enabled. Therefore, the girl again promised that technical specialists were already working, tasked with understanding such a mysterious situation and eradicating it. I also tried to convey as convincingly as possible that my mother did not call the number 0671 at all, it was not and was not on the list of her outgoing calls, and therefore the situation seems doubly mysterious to me. In response, they promised to contact me after a while to find out whether this happened again. Of course, I will also monitor all write-offs and, in case of new surprises, I will write about it on our website.
