There is a big difficulty in the process - getting access to the database of ported numbers. It is not issued to individuals, and it will be difficult for companies. More on this in a separate section.

Online databases

Numerous online databases that list the distribution of numbers among various operators will help you find out the region by mobile number. Such databases can be found in any search engine - just ask the appropriate query. Once on one of the sites, you need to enter a phone number or part of it, click on the search button and wait for the results. Some services provide the following information:

Full range of addresses;
Region name;
Operator name.

We recommend using those services where it is enough to indicate the first digits of the number. This is due to the fact that by entering a valid phone number into the form, there is a risk of ending up in spam databases - the phone may be overwhelmed by a wave of spam . Some readers may argue - why use databases if you can determine the identity of the number using the federal code? To some extent this is true, but numbers with the federal code +7-921 (MegaFon) are found not only in St. Petersburg, but also in other regions of the North-Western region. The same applies to the south of Russia - here numbers with the federal code +7-928 (MegaFon) are found in the Rostov region, in the Krasnodar Territory, as well as in the Stavropol Territory.

Also, in some regions there are little-known federal codes, for example, in the Krasnodar Territory, some MegaFon numbers begin with the numbers +7-938 or +7-929 - such codes are rare and their identity raises certain questions.

As for an operator like Beeline, there is serious confusion with the ownership of numbers. Thus, a number with the federal code +7-961 can be found anywhere in Russia:

+7-961-565 – this is the Kirov region;
+7-961-234 – this is the Altai Territory;
+7-961-335 – this is the Republic of Mari El;
+7-961-881 – this is the Omsk region.

The same applies to the Tele2 operator, whose numbers with the same prefixes are found throughout Russian territory.

Since the data of Russian citizens is confidential, administrative liability arises for the disclosure of personal information. You can try to determine the owner by phone, but no option provides a 100% guarantee.

Call back

To understand who just spoke to you, call back. Don't forget to turn on the recording so you can listen to the conversation later and try to identify your opponent by his voice. Phonebook

Will there be liability for illegally disclosing a home phone number?

From a legal point of view, disclosing personal information is a violation of the law. This norm is enshrined in Federal Law No. 152. The classification of an offense is complicated by the generalized concept of personal data.

On the one hand, a set of numbers does not identify a person in any way. The owner himself provides all interested parties with free access to such data. But, on the other hand, sometimes the owner’s name or address is added to the number. And then this information is used for various purposes, including fraud.
