Evgenia Chistova, head of corporate social responsibility projects at VimpelCom OJSC, answers three questions about mobile fraud.

Question: What steps have been taken to increase the security of the mobile commerce service?

Answer: I would like to note that the entire history of Internet payments went through stages of user testing and improvements. This is a natural process for the payments market as a whole. After analyzing this case, we took measures to reduce the likelihood of using a similar scheme in the future. Firstly, in addition to the fact that we are already sending the subscriber a warning about the importance of not disclosing the password, the SMS will emphasize that this is a password for payment. The password received in SMS will contain the word “PAYMENT”, which should make the subscriber think about whether it is worth entering it on unverified resources. And secondly, by the end of the month the system will be improved in such a way that the password received via SMS will be one-time.

Question: What should a subscriber do when faced with mobile fraud?

Answer: If a subscriber believes that he has become a victim of fraudulent activity, he can contact law enforcement agencies in order to initiate a criminal case. Upon request from the Ministry of Internal Affairs, the operator will provide all the necessary information regarding how payments were made and to which numbers funds were withdrawn from the account of the defrauded subscriber. In addition, you must write a statement to the Operator describing the situation, contact details and a request to return the funds. After the necessary verification, the scammers' numbers will be blocked and the issue of a refund will be considered. Complaints and a description of the situation can be sent by email. box

Question: How does Beeline fight mobile fraud?

A: Throughout 2010, we made significant efforts to turn the tide of mobile fraud. In particular, they introduced quite severe fines for content providers, comparable to the monthly revenue on a specific number, obliged CPA partners to conduct online monitoring of the services provided on their numbers, introduced the ability to block prefixes on short numbers, which made it possible to more quickly respond to the occurrence of incorrect services and fraudulent schemes. In addition, a free one was launched that allows you to create individual selective access to short numbers, including complete blocking of them. Besides. services related to mobile fund transfers were improved and their anti-fraud characteristics were strengthened. As a result, at the end of 2010 we recorded a decrease in the number of complaints about fraud on CPA numbers by 80%. In general, the number of fraud complaints received by our call center decreased from 210 thousand in the first half of the year to 79 thousand in the second half of the year. In 2009, about 450 thousand requests were recorded. Lately, we have mainly been recording complaints and information about the subscriber receiving a call/sending SMS from such and such a number. As a rule, fewer and fewer subscribers fall for the most common schemes, which are well covered in the press and on operator safety websites. We collect this data, after checking by the security service and warning the subscriber from whose number such illegal actions are being carried out, the number is blocked.

How to disable paid Beeline services?

You can disable all free and paid Beeline services in several ways; we’ll tell you about them all in order of decreasing popularity and ease of use:

1) Call Beeline at 0611 or use one of the other ways to contact Beeline support. The easiest and most effective way is to contact technical support, where they will not only tell you what paid services are connected, but will also turn them off at your first request.

But there is a small nuance here that spoils everything: it can be difficult to reach technical support and in order to disable Beeline’s paid services you have to use the voice menu, which is not very convenient or simple.

2) You can disable Beeline services through your Personal Account on the website my.beeline.ru, where you can also see the details of expenses and find out when, for what and how much money was written off. The method is very convenient, unfortunately, there is not always access to the Internet and still not everyone knows how to use it.

3) Through the service control center, you can also disable unnecessary ones and connect the ones you need. Dial *111# and press the “call” button - a message will be displayed on the screen with information about existing services and how to add and remove them.

4) All Beeline services can be disabled through the phone’s SIM menu and the “My Beeline” application.

5) If none of the above methods are suitable, you can disable Beeline services yourself using USSD commands .

Send a request to the short number: *110*09# “call”. After processing the request, you will receive an SMS message containing a list of connected services.

Commands for disabling Beeline paid services

Knowing what options you have connected, disabling them yourself will not be difficult - each service has short numbers and commands for control, you can get complete information about them on the official Beeline website, we will only provide information on how to disable the most common paid Beeline services .

  • You can disable the “Auto speed renewal” option by dialing *115*230# “call” or by calling 0674717780

  • To disable the “Stay informed +” service, dial *110*1062# “call”

Description

The process is carried out using pocket computers or smart phones via a remote (Internet, GPRS, etc.) connection. Mobile commerce, as a rule, is a software and hardware solution for automating the processes of interaction with remote users.

In 1998, the sale of digital content using a mobile phone became possible when the Finnish mobile operator Radionlinja launched a commercial service for selling ringtones.

A year later, Smart launched its national mobile payment platform, Smart Money, in the Philippines. Almost simultaneously, NTT DoCoMo launched the first mobile Internet platform in Japan, called i-Mode.

Mobile commerce today

The 29 largest cellular operators, controlling half of the global market, have already teamed up to create a single format for using Near Field Communications (NFC) technology in cell phones. Mobile payment services based on NFC technology are especially popular in Japan, the USA and the UK.

To use the NFC service, you need to install a special module in the subscriber's phone. Thanks to the built-in chip, a wireless connection is made between the phone and the information reader terminal installed at the seller. As a result of the connection, the amount is debited from the mobile phone owner’s virtual account. The subscriber can top up the account using a bank card, POS terminal and self-service touch machine. NFC technology provides reliable customer identification and a high level of payment security.

They are also trying to keep up with global trends in Russia. The Ministry of Information and Communications approved the concept of creating a universal payment platform based on a cell phone. Since a SIM card, according to Russian laws, is issued to a specific person, it, according to telecom operators, is quite sufficient to identify who makes the payment. Using the new payment platform, it will be possible to do not only banking transactions, but also pay for travel on the subway, bus, train, car parking, buy a cup of coffee or a can of beer in vending machines. It will be enough to touch your mobile phone to the turnstile or machine. To make payments using SMS and USSD technologies, you don’t even need additional devices.

Currently, the Russian operator Beeline is actively developing services based on NFC technology. At this stage, the operator implements transport applications: payment for travel in urban surface and underground transport. These services are in test mode.

Mobile commerce in Russia

In 2003, the Russian operator Beeline introduced SMS information services. The launch of this service was the first step that contributed to the transformation of the mobile phone not only into a means of communication, but also into a tool for controlling costs and paying for third-party services.

In 2005, it became possible to top up a mobile phone account from another subscriber's mobile phone account.

In 2007, it became possible to pay for third-party services and goods from a mobile phone account.

In 2010, the Russian operator Beeline implemented the ability to withdraw money from a mobile phone account.

Today, services based on the principle of mobile commerce are provided by four Russian operators: Beeline (“Mobile Payment”), MTS, Megafon and Tele2. The maximum payment amount in all cases is up to 15,000 rubles. Many micropayment aggregator companies provide the opportunity to widely use technology for processing payments in online stores.

In 2012, the Big Three operators expect mobile commerce turnover to double, to 40 billion rubles. VimpelCom made a huge contribution to the development of mobile commerce. Today, its RuRu payment system is successfully developing. The monthly increase in payments and unique users of mobile commerce is 10%. In less than a year, 5 million payments for mobile services were made through the system.

Benefits of mobile commerce services

  1. Security of mobile payment service transactions: funds are debited only after confirmation by the subscriber, which eliminates fraud and subscriber errors;
  2. Convenience, simplicity and accessibility: the subscriber pays for services without leaving home. Funds are debited from the subscriber's account instantly. Mobile payments are available for subscribers of MTS, Beeline, Megafon, Tele2;

Top up the account of a subscriber from another country

Do you intend to top up the account of a subscriber from the CIS? Then the above method will not work, but there is a way out. For residents of neighboring countries, a slightly different algorithm of actions applies.   1. Mobile commerce does not exclude the client from having alternative payment methods;
  2. Mobile payment is an increase in the convenience of the service for the subscriber;
  3. Mobile commerce services are available to subscribers of Megafon, MTS, Beeline, Tele2.

Mobile commerce is a set of commercial services operating through mobile devices, including phones, smartphones, tablets and laptops. Currently, its system includes about a dozen payment services, as well as special online banking services of all major banks in the world. The number of customers who use mobile commerce (payment from a mobile account) is only growing every year.

Essentially, mobile commerce is e-commerce optimized to work via mobile devices. In a broader sense, mobile commerce includes mobile payments (payment from a phone account), mobile banking, financial services and purchases via the mobile Internet and applications.

What does mobile commerce give?

The use of this technology makes it possible to effectively conduct business from anywhere in the world. It is thanks to these technologies that modern entrepreneurs can refuse to rent an expensive office and pay for the services of numerous staff in favor of purchasing higher quality materials or finished goods. Today, this is also the only possible way for all small companies to enter the international market, which in the conditions of current competition cannot be ignored.

Development of mobile commerce

The development of mobile commerce is facilitated by a number of reasons - an increase in the level of personalization, opportunities for analyzing customer preferences, and ample opportunities for the consumer himself in terms of quickly searching and comparing goods/services.

First of all, a smartphone offers the purchase of a product or service in real time. Most online stores do not pay enough attention to mobile commerce. Conversion in an online store can increase significantly if you adapt solutions (website, application) to make mobile payments from any device.

Payment via mobile commerce

As we have already said, in mobile commerce, payments are made through mobile devices and most often such operations are associated with the purchase of any digital goods, games, software, e-books, food and various services.

Thanks to mobile payments, you can pay for purchases on websites anywhere: in transport, in a cafe or while walking. To do this, you just need to have a mobile phone with a prepaid account. The largest Russian mobile operators provide the ability to pay from your phone account.

How mobile commerce works

    Selecting a specific service (product) on a website or online store.

    Informing about the possibility of making payment by debiting funds from the balance of a mobile phone.

    An SMS message is received containing information about the purchase, the selling company and the purchase price.

    The client confirms the payment: the required amount is debited from his mobile phone account and credited to the seller’s account.

    After payment is received, a confirmation SMS message is sent to the client containing information about the successful completion of the payment.

You can view the payment process through any mobile operator on the page.

Settings

Acceptance of payments from mobile phones is activated by default at your request when concluding an agreement.

How to find out why they withdraw money from Beeline

Errors in the billing system (which calculates our costs for telecommunications services) are extremely rare. Therefore, the probability of funds being written off as a result of an error is thousandths of a percent. Most write-offs occur as a result of simple forgetfulness. For example, a subscriber connected some option or service to his number, and then forgot about it - even if he does not use the additional functionality provided, the charges will not stop.

How can we find out about the availability of connected paid services and options? You can do this in the following ways:

  • Call 0611 (it’s best to call 8-800-700-0611 from another mobile or landline phone) - by contacting the help desk consultants, we can get a list of paid services on Beeline and even disable them;
  • Call the free service number 067409 - after the call, an SMS will be sent to our number, which will indicate all connected paid services;
  • Send the USSD command *110*09# - the result will be the same as when calling the number 067409;
  • Visit the “Personal Account” - here we can get maximum information about the connected options and services. Their list is available on the main page of the service.

Thus, we have at our disposal all the tools that allow us to find out what money is being withdrawn for on Beeline .

Before using the “Personal Account” you need to get a password - to do this, send the USSD command *110*09# from your phone. Once you receive a temporary password, you can go to your “Personal Account” and set a more complex permanent password there.

If you do not want to contact your “Personal Account” and call service numbers, you can take your passport with you and go to the nearest Beeline customer service office. An office consultant will analyze the status of your number and tell you about all charges and connected services/options. After this, you can ask the consultant to disable all paid services.

Money is debited not only for services and options, but also for mobile subscriptions. If your number receives any content daily, weekly, or with any other frequency, then the likelihood of subscriptions will be extremely high. To obtain information about connected subscriptions, you need to visit your “Personal Account” or call the help desk at 0611.
