- Low quality of technical support, although this mostly applies to all Russian operators. The main difficulty is that technical support is often impossible to reach. But if you use your personal account and the “My MTS” mobile application, then this problem is unlikely to bother you.

Red Energy
Perhaps the best tariff for calls without a monthly fee from MTS is Red Energy. Its key feature is a single, and quite affordable, price for calls to any operators within your home region.

If the presence of monthly payments does not bother you, but you have to communicate a lot, mainly with MTS subscribers, then you should take a closer look at the “My Smart” tariff plan.
This is a tariff constructor in which you can independently configure the required number of conversation minutes, Internet traffic and SMS. Since we don’t really care about the Internet, we set it to minimum, and in the end we get:
- Unlimited calls to MTS throughout Russia, regardless of further configuration.
- 200, 400 or 600 minutes of calls to numbers of other operators.
- 200, 400 or 600 SMS.
- Minimum Internet package of 5 GB.
- Subscription fee of 450, 475 or 525 rubles per month, depending on the volume of the selected packages.
The already mentioned “Super MTS” with connected unlimited calls turns out to be less profitable. A properly configured “My Smart” is noticeably cheaper and provides a wider range of services.
Megaphone
While figuring out which cellular operator is better for a mobile phone, we decided to take a closer look at Megafon, the second most popular company. The number of subscribers today reaches 77 million, and Data roaming is available in 100 countries, and international roaming in more than 200.
Pros:
- Maximum coverage area in Russia. Anyone who uses the company’s services does not have to worry about the fact that in a certain corner of the country he will not have mobile Internet or communications in general. Even in non-densely populated areas, Megafon equipment is present. The company is doing everything to take a leading position in Russia, so it is concerned about the quality of the services provided;
- Megafon monitors current trends and actively implements new technologies. Among them are mobile 4G+ Internet with data transfer speeds of up to 300 Mb/s;
- Fast Internet, which allows you to comfortably use your phone while away from home.
Minuses:
- Weak technical support;
- Complexity of tariff plans. Tariffs are very confusing and vary greatly in price, which greatly depends on the region and the number of additional options.
Tariffs without Internet MegaFon
"Go to ZERO"
MegaFon has a relatively cheap tariff without the Internet for calls with a per-minute charge - “Switch to ZERO”. It is great for a push-button telephone or a spare dialer, prices are as follows.

- Calls to numbers of other operators in the same place cost 1.5 rubles per minute.

To ensure that your tariff does not include a subscription fee, you should immediately get rid of the paid option “Who called+”, which is responsible for notifications about missed calls and allows you to listen to voice messages. Otherwise, you will be charged 1.6 rubles per day.
No overpayments. Calls
Mega also has a tariff plan “No overpayments. Calls." This tariff is definitely not cheap - the subscription fee is 600 rubles per month, but it also has a very impressive range of services:
- Unlimited calls to MegaFon throughout Russia, which do not consume your package of minutes.
- 800 minutes to numbers of any operators throughout the country.
- 5 GB of Internet traffic and unlimited instant messengers.
- A piggy bank where at the end of the month all unused packages are sent so that the subscriber can use them later.
Packages from the piggy bank do not burn at all, as is usually the case, they are stored indefinitely, but there is a limit. It can hold up to 25 GB of Internet and up to 1200 minutes of talk time.
Beeline
The rating of the quality of communication of mobile operators in St. Petersburg, Moscow and other regions of our huge country is continued by Beeline, an international company serving 206 million subscribers living in 13 countries. In Russia, 57.5 million people use VimpelCom services. The brand offers low prices and a large selection of attractive tariff plans.
Pros:

Minuses:
- Technical failures sometimes occur on the provider’s side, as evidenced by reviews on the Internet. It happens that it is even impossible to check your balance on your balance sheet. Problems are resolved quickly, but this is still an unpleasant moment;
- Expensive roaming. Outside your home region, communication costs will increase significantly;
- Poor connection quality far from major cities. The number of Beeline base stations is very limited and does not affect hard-to-reach areas, which is why the signal will weaken as you move away from the city.
Operator Beeline
Let's try to choose a tariff for a mobile phone and smartphone from Beeline. The operator pleases with clear voice communication and a variety of TPs for subscribers of any activity level. It launched many new base stations in 2021, expanding its coverage area.
Tariff "Unlim"
This advanced TP was born at the end of 2021, when a price war broke out between operators for unlimited Internet. “Unlim” is built according to the American scheme, it has a speed limit for video traffic - up to 1 Mbit/sec. There are no restrictions on the rest of the traffic, and the subscription fee is only 20 rubles / day - 600 rubles per month. In addition to traffic, the tariff includes two packages of minutes:
- For calls to Beeline numbers throughout Russia – 300 minutes;
- For calls to other local numbers – 300 min.
A partial exchange of one package for another is available, but the on-net package has a minimum balance of 50 minutes. Traffic distribution is paid - 50 rubles/hour or 150 rubles/day.
A limitation common to all unlimited services is that when there is a high load on the network, the access speed is limited.
Tariff “ALL 3”
Offer for active subscribers calling throughout Russia - 1200 minutes are allocated for this to all domestic destinations. 300 SMS are also allocated, but only to local numbers. Mobile Internet is presented in a 22 GB package. The subscription fee is 30 rubles/day, which translates into 900 rubles/month.
Additional features:
- Exchange unused minutes and SMS for additional traffic (and vice versa);
- General package of services for several rooms – for 5.09 rubles/day;

Tariff "Bi+"
The most advantageous in terms of parameters is the unlimited tariff “Unlim” - unlimited Internet will save money when calling through instant messengers. For economical subscribers, an alternative is offered - the Bi+ tariff plan without a monthly fee, which appeared in March 2021. It is designed for calls within the network - for 5 rubles per day 100 minutes are included to any Beeline numbers in the country. Calls to numbers of other operators are paid separately - they are charged at 2.7 rubles / min. Mobile Internet on this tariff plan is expensive: 7 rubles for every 10 MB. For simple mobile phones the price is normal, for smartphones it is expensive.
“SuperCITY” from Beeline
This offer appeared in November 2021 and was developed specifically for residents of large cities. However, it will certainly appeal to subscribers both in megacities and small towns.
The tariff plan includes an impressive range of services:
- 25 GB of mobile Internet traffic in 3G and 4G networks;
- 500 minutes of outgoing calls to any numbers throughout the country, including landlines;
- Unlimited calls to Beeline subscribers after the main package of minutes ends;
- 300 SMS messages to numbers of all operators in the country;
- Unlimited for instant messengers WhatsApp, Viber, Telegram, ICQ, Skype, Google Hangouts, Snapchat, KaKaoTalk and WeChat;
- Unlimited traffic to social networks Twitter, Vkontakte, Facebook, Odnoklassniki and Instagram;
- 20 TV channels in the Beeline TV branded service;
- 30-day free subscription to the ViP Play movie service.
In Moscow and the Moscow region, this tariff costs 550 rubles. per month. In this case, payment is withdrawn on a daily basis - 18.33 rubles are debited from the account every day. When purchasing a new SIM card with this tariff, the subscriber can receive another 25 GB of traffic as a gift. When changing the tariff, the gift option is disabled. Conclusions: which is better?
It is difficult to unambiguously determine the cheapest tariff without the Internet - each of them has its own nuances, and when choosing, you should base your decision primarily on which operator your friends use. It’s stupid to connect to a more favorable tariff from Beeline if you have to make calls mainly to MTS.
But if you look at it in general, for frequent conversations with subscribers of different operators in your home region, the optimal choice would be Red Energy from MTS. “Bi+” from Beeline is cheaper than others if you communicate only with Beeline subscribers. “My Conversation” from Tele2 is definitely a winner when you need completely unlimited calls to your operator’s numbers for a minimal subscription fee. Well, “No overpayments. Calls" with all the additional features look royal if you really have a lot of communication to do. Decide what exactly you want to get from the tariff, and figure out where you will call more often. Then the answer to the question of which tariff to choose will be very easy to find.

But SIM cards with it are sold with a limit of one SIM card per subscriber.
“Oxygen” has become a more comprehensive tariff plan. It included 10 GB of Internet, 300 minutes within the Russian Federation (except for Crimea and Sevastopol) and 50 SMS throughout the country. The tariff also includes two unlimited limits - within the network for calls and SMS. Monthly payment – 199 rubles.
Yota was not included in our review - the operator included a subscription fee for a package of 0 minutes and 0 GB, which automatically deprived it of its profitable status.
Constructor Yota
Operator Yota offers its subscribers convenient tariff plans that can be adjusted to the needs of each client. Inside the Yota constructor you can expect the following content:

What should a good tariff include?
Both the volume of service packages and additional options within the tariff depend solely on the specific subscriber. Some people need a lot of Internet, some often call abroad, and some people practically do not communicate on the phone. However, on average, subscribers have the following requirements for a smartphone tariff plan:

You can call Megafon subscribers and use instant messengers even with a negative balance, so with the Internet tariff plan you will always be in touch. In Moscow and the Moscow region, the Internet tariff plan costs exactly 500 rubles. per month. Payment is debited monthly. An important feature of the “No Overpayment” tariff line is the storage of minutes and gigabytes in a special piggy bank.
