Currently, there are over 20 small and large mobile operators in Ukraine. Each company offers its own services and capabilities, but in fact, each tariff plan has a similar program to one degree or another. What task does the subscriber face? First of all, you should remember the initial digits of your mobile number by heart, as this plays an important role in the integrity of your financial savings in your phone account. One careless call, received call, sent or received SMS message can completely deplete the main and additional balance. To protect yourself, you will need to familiarize yourself with the existing codes of mobile operators in Ukraine. Currently the leading corporations are:
- Vodafone (MTS), leading number – 050
- Kyivstar, leading number – 067;
- Lifecell, leading number – 063.

A few words about the largest Ukrainian telecom operators
One of the first Ukrainian mobile operators is UMC. This company has undergone a number of major changes over several decades. During the restructuring, rebranding was carried out twice, after which the company changed its name to MTS, and then to Vodafone.
After UMC, the Kyivstar project was launched. This is a national operator that in the shortest possible time deployed large-scale coverage of Ukraine into a single zone, where communications began to be detected even in remote villages and towns.
As for Lifecell, this is a young brand that has escaped from the “old scrape” of mobile operators (of course, not without rebranding). This company uses advanced powerful equipment to provide powerful communications. Lifecell offers a variety of tariffs, which allows you to adapt your phone to a specific purpose. Moreover, this company was one of the first to introduce 4G Internet to the territory of Ukraine.
In addition to the “giants”, it is worth mentioning such large companies as Intertelecom and Ukrtelecom, which are chosen by a large number of Ukrainians. According to statistics, the popularity of operators in Ukraine is displayed as follows:
- Kyivstar - 42% of subscribers;
- Vodafone - about 40%;
- Lifecell - 10%;
- other operators - 8%.
Where to buy a SIM card
Unlike Russia, in Ukraine there is no mandatory binding of a SIM card to a passport, so you can buy it at almost any retail outlet where there is a huge flow of people. For example, at intersections, at train stations, near markets or in kiosks. There are also individuals offering free packages from various providers.
The main condition is that when purchasing such a SIM card, you must immediately top up your account balance from the seller from whom you purchased the SIM card. There is no fraud here - as much money as you put into your account, so much will come. Sellers work only for a percentage of funds credited to the balance. In addition, you can get a SIM card at the offices of mobile operators, kiosks, large supermarkets or any retail outlets that sell smartphones and accessories for them.
Thus, to purchase a SIM card, you only need to have the required amount of money with you, and a passport and other identification documents are not required.
Ukrainian mobile operator codes
Cellular operator codes are a kind of identifier, which consists of three digits. It has several main goals:
- shows the subscriber who is calling him (for example, if a certain “+38 090” calls, the person understands that this “unclear” incoming call can be potentially dangerous);
- allows the subscriber to understand which operator his call will be routed to (considering that calls to numbers of other operators are more expensive, this is a very important function);
- protects the subscriber from thoughtless calls to scam numbers;
- makes it easier to remember important phone numbers, etc.
Kyivstar operator codes:
- 067 is one of the first codes that appeared in Ukraine, as well as one of the largest in terms of subscriber coverage;
- 096 – previously owned by users of the Djuice network;
- 097 - also came to Kyivstar from Djuice, a very common code among residents of Ukraine;
- 098 - one of the “standard” Kyivstar packages;
- 068 - was integrated into the Kyivstar company with Beeline, which, in turn, also became part of the Kyiv Star;
- 039 is an extremely rare code for the Kyivstar operator, which was borrowed from the Golden Telecom brand (which did not exist for long).
The total number of Kyivstar subscribers varies between 16 million.
Vodafone operator codes:
All Vodafone numbers are subscribers of MTS Ukraine, which now simply represents the popular European operator, using its ideas and coverage. Tariffs have also been updated. At the moment there are several codes in Vodafone:
- 050 is one of the first codes in Ukraine, which appeared in the ranks of UMC parallel to the Kyivstar “067”;
- 066 is also a very “old” code that was used for Jeans cards (mainly the offer was created for young people), now this code is offered everywhere in Vodafone tariffs;
- 099 - was developed as a universal code for all operators and was initially used in UMC networks, currently actively used by Vodafone;
- 095 is one of the most used codes by Vodafone, originally developed for UMC (the number began with all digits except 7 and 9), as well as for Jeans (the number began with 7 and 9).
According to information from open sources, Vodafone has about 15 million subscribers as of 2019.
Lifecell operator code
Lifecell itself was created by the Turkish company Turkcell, which also had a hand in the development of the famous operator Life :), whose name has gone down in history. At the moment, 6-7 million Ukrainians use the Lifecell operator. The codes in Lifecell are:
- 063 is the first existing Life code; it was from these numbers that the history of the whole brand began;
- 093 is also a very “ancient” code that almost every subscriber of telephone operators already remembers;
- 073 is a new, even unusual code that is already used by tens of thousands of Ukrainians (initially it was planned to purchase code 077, but the classic “3” at the end of the code defeated this desire).
Other operator codes:
- 091 - Utel operator code (at the moment the company has been renamed “Trimob” or “3mob”, owned by Ukrtelecom;
- 092 - PEOPLEnet;
- 094 - Intertelecom.
The so-called “free” or “nobody’s” codes deserve special attention:
- 070;
- 080;
- 090.
They are not tied to any one operator and are used by different companies (for a large sum) for personal purposes. Most often, these “goals” refer to fraudulent transactions. Therefore, if your phone receives an incoming call from such a number as “+38 070...”, “+38 080...”, “+38 090...”, or you plan to call back to such a number, you should think ten times before picking up the phone or calling back .
Important: some of the full numbers, which have the code “070”, “080” and “090”, are registered on the Internet, where it is precisely indicated whose number (to whom it belongs). This way you can find out “who called” and why.
In addition to the above three codes, there are several more that are classified as fraudulent:
- 056 is a “tricky” code (many believe that this is only the Dnepr city code), but by “+38 056” we should mean “special problems,” as it is popularly called, the number of scammers who can call even in the middle of the night, dropping calls, etc.;
- 057 is a code with a very bad reputation, in particular, the victims of this number are users of the online platform OLX, where the trading space is not limited (“+38 057” are scammers, but simply 057 is the Kharkov city code, do not be confused).
Be extremely careful, especially if you have more than 100 hryvnia on your phone account. If you call back the scammers' number, large sums of money may be automatically withdrawn from your account.
Results
Compared to last year, prices for mobile communications have increased slightly for all operators. True, in many cases the conditions have become more interesting, where the subscriber can afford to make more calls and use the mobile Internet, and residents of the regions can get separate, more affordable conditions from some operators. At the same time, the eSIM connection service began to gain momentum. And, alas, in different tariffs the concept of “month” still varies from 4 weeks to a calendar month, which can also cause slight confusion when choosing.
But in general, with the exception of rising prices, changes in some tariff names and an increase in the volume of their “filling”, the situation on the mobile services market has remained virtually unchanged.

Landline numbers did not go into oblivion, but were reborn into a special type of “wired” communication. Operators offer large companies, such as banks, convenient conditions for using wired communications. From such landline phones you can call anywhere. Is there roaming in Ukraine
Unfortunately, so far no one has canceled roaming in the country, regardless of your operator, Megafon, Tele2, Beeline or MTS, roaming in Ukraine exists and is charged in accordance with the terms of the tariff plan of a particular provider. Therefore, it is cheaper to use tourist SIM cards and tariffs of mobile operators in Ukraine in 2021. If you do not plan to use local SIM cards, then upon arrival in Ukraine, do not forget to activate roaming if it does not connect automatically.
Is it possible to find out who called by phone number?
There are a large number of online sources where information is stored and updated regarding the mobile number of each subscriber, as well as landline numbers. By visiting such a service, you can figure out which phone number is dangerous (fraudulent), whose numbers are blacklisted, and which belong to ordinary users.
There are sites where you can leave a review regarding a specific number. Thus, mobile phones, for example, of collectors or scammers, can be identified by reading reviews on such a site (regardless of which operators they use, Kyivstar or Life, or whether they have a mobile or landline number).
Vodafone
Vodafone's starter package is called Vodafone SuperNet Start. Here the subscriber will be provided with unlimited calls within the network, 110 minutes for calls within Ukraine, 50 minutes for calls to 30 other countries (the list and additional conditions are on the operator’s page), which can be “converted” into an additional 150 minutes of “domestic” calls, and 5 GB of mobile internet. Also with the tariff you can get 4 months of free use of YouTube Premium and the Video PASS service (unlimited traffic to YouTube, Netflix and Megogo).
For 150 hryvnia per month you can get a Vodafone SuperNet Pro tariff, where the traffic volume will increase to 12 GB, and calls within Ukraine to 150 minutes. The call limit to other countries is the same, which can also be translated into an additional 150 minutes for calls within Ukraine. And already for 230 hryvnia in the Vodafone SuperNet Unlim package you will have unlimited internet and 200 minutes for calls. Only this tariff includes 30 minutes of calls abroad, which also transform into 100 minutes within the country. Other promotions here are the same.
Separately, the operator has tariff plans for gadgets - Device, and. They offer 500 MB and 50 minutes of calls, and then 10 GB and 18 GB of traffic per month and calls at 1 hryvnia per minute of conversation. The cost of the packages is 50, 100 and 160 hryvnia, respectively.
The operator’s latest tariff is positioned as “youth” and is called joy. Its cost is 120 hryvnia per month and offers the user 6 GB of mobile Internet and 600 minutes for calls within the country. Additionally, it provides unlimited traffic for YouTube, Netflix and Megogo video services, popular music and gaming services, instant messengers and social networks (the full list can be found on the website). But also for recent and new subscribers there is a free promotion called joice MAXX, which doubles the amount of package data and call minutes.

Each phone number has an identification code, which consists of three digits. These numbers appear after the Ukraine code “+38” and identify the operator that provides the communication service.
During the development of mobile communications, operators merged, “eaten up”, “scattered” and organized rebranding. So, out of many different companies, today, in Ukraine, there are three largest mobile operators: Lifecell, Kyivstar and Vodafone.
By phone number you can determine the operator and the country from which they are calling. By using the landline number you can also find out the city from which the call is being made. But for all this, you need to know the codes (operators and cities).
Codes for Life, Intertelecom, PeopleNet, Utel and all others
Among the presented mobile operators, Lifecell is considered the most influential. One of the youngest and most reliable companies has the following numbers:
- Code "8063". This is the company's first and leading code. The first Life numbers were promoted with this particular combination. At the end, the number resource reached its limit, so the programmers introduced a new order.
- Code "8093". One of the most popular combinations, which is widely used for new contractual connections. From time to time you can find a starter package with this combination, but the likelihood of an encounter is increasingly decreasing.
- Code "8073". The newest and most promising mobile operator code, which is sold at all cellular points. Numbers with this code do an excellent job and transmit a high-quality signal.
Roaming with a Russian operator
Currently, every federal operator in Russia provides the opportunity to connect to preferential roaming services. All these services and options apply to Ukraine. However, when traveling to this country, I would recommend buying local SIM cards and using them. Why? Because roaming rates for Russian operators in Ukraine are unreasonably high.

In order not to be left with a non-working phone while roaming, I recommend checking before your trip whether the international roaming service is activated on your number. You must also ensure that you have enough money in your account to take into account expenses.
To top up your roaming account, you can use a bank card linked to your phone number or express payment cards. In an emergency, you can somehow ask your relatives or loved ones to top up your phone balance.
The second (economical) way to stay connected is to buy a SIM card from a local operator. This method will help you save a lot of money on communication services, since all calls from local cellular companies from Ukraine to Russia cost 5-7 times cheaper than Russian calls with roaming.
