As a result, Beeline canceled fees for incoming calls outside the home region on August 20, Megafon and Tele2 - in September. MTS also decided to follow their example, but did not give specific dates.
Roaming in Russia has been completely canceled
On May 27, Prime Minister Dmitry Medvedev signed a decree, which became the final stage in the abolition of roaming when traveling within Russia. In addition, the government plans to abolish roaming between member countries of the EAEU, a similar scheme works in the European Union. Since yesterday, the abolition of roaming has been enshrined in the rules for the provision of telephone services. Medvedev said that the rules are a document that is primarily provided when concluding a contract between a subscriber and a mobile operator; now it will reflect current changes. “This is the final solution to the issue, the point in resolving this issue is already at the level of a by-law - an act of the government,” Medvedev said at a meeting with deputy prime ministers.
The Prime Minister said that according to the law, domestic roaming in the country will be canceled starting next month - from June 1, 2021. According to the prime minister, cellular operators are already working according to the new standards. The legislation stipulates free incoming calls throughout Russia, including the Crimean peninsula.
Deputy Prime Minister Maxim Akimov recalled that there are territories in the country where federal operators do not operate, and local operators provide cellular services there. Such territories include Crimea and Sevastopol. Charges for incoming calls are also canceled for these territories.
In addition, the deputy chairman recalled that, on Medvedev’s instructions, the pace of work on the gradual abolition of roaming between member countries of the Eurasian Economic Union was accelerated. This union includes Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. An example for members of the union are the rules for the abolition of roaming between EU members, which came into force in 2021.
“The first step on this path will be the adoption of an agreement to create a single tariff space for calling services. This is the first step. The draft document was submitted by Russia. It is being studied at the EEC site by our commission. And we expect that this year we will agree on a document for its speedy signing,” Akimov said. He also noted that the changes need to be implemented in such a way that the interests of Russian telecom operators are not affected.
Medvedev agreed that the standards and rules for the provision of cellular communication services in the EAEU need to be unified, adding that as part of the creation of a single economic space, a project for the implementation of 5G communications in the format of the Eurasian Union will be prepared.
It is worth noting that the Federal Antimonopoly Service (FAS) began the fight for the abolition of roaming when subscribers travel around Russia in 2021. At that time, there were two types of roaming. The first, preferential intranet roaming was provided outside the subscriber’s home region in those regions of the federation where his cellular operator operates. More expensive national roaming appears in regions where there is no company network that serves the subscriber.
The networks of the “Big Three” cellular operators have been operating throughout Russia for several years, except for Sevastopol and Crimea. Tariffs for national roaming are equal to preferential tariffs for intranet roaming in all regions.
At first, FAS tried to negotiate with mobile operators to cancel roaming. When an agreement could not be reached, the FAS issued an order to federal operators to cancel intranet roaming. Due to the fact that this order was also not fulfilled, the service had to initiate a case of inflated prices by the specified operators in national roaming.
At the end of 2017-2018, mobile operators reduced prices for roaming in Crimea. In addition, intranet roaming was partially abolished, so that when traveling around the country, the subscriber continued to pay for communications at home rates, but incoming calls were free only if they originated from the region of residence.
The FAS was not satisfied with this approach, so a new stage of interaction between the regulator and telecom operators began. As a result, at the end of August last year, all federal companies announced a voluntary refusal of intranet roaming.
A bill to abolish both intranet and national roaming was introduced into parliament in 2021. Later it was modified, and it was the modified version that was signed by Russian President Vladimir Putin in December 2018. As stated above, it comes into force on June 1, 2021.
