MNP (Mobile Number Portability) literally means mobile number portability. This technology allows the subscriber to change the operator and start using the services of another company. In this case, the number itself, including the prefix, will remain unchanged.
Since December 1, 2013, the Federal Law of December 25, 2012 No. 253-FZ “On Amendments to the Federal Law “On Communications”” has been in force in Russia, according to which the telecom operator is obliged to provide this service to the client if he has expressed a desire.
No company has the right to refuse for fictitious reasons. Otherwise, the operator can be sued.
Transition rules and restrictions
In order to switch from Beeline to MTS while maintaining your number, you must not have any debts to the donor operator. If everything is in order with the account, you need to write a statement about terminating the previous contract and concluding a new one and submit it to the recipient operator.
To switch to MTS, a Beeline client must fill out an application.
According to the 2013 law, the mobile phone company must begin providing services within 1 hour from the time specified in the application. However, if the subscriber does not determine the date of the operation, the recipient operator will make the connection within the established time frame (8 days for individuals and 29 for legal entities).
The transition is carried out within the constituent entity of the Russian Federation in which the SIM card was originally issued from the previous mobile operator.
The operation is carried out on federal numbers (+7-9...). This does not apply to urban areas.
Documents for number transfer
Do not forget that when transferring a number, the operator issues a new SIM card. Therefore, in order to avoid problems with registration, it is necessary to provide an identification document (the rule applies to both Russian citizens and foreigners, as well as stateless persons).
When submitting an application for transfer, the subscriber must have an identification document with him.
It happens that the subscriber cannot be personally present when drawing up and concluding a consumer contract. In such a situation, the representative needs to have a notarized power of attorney from the owner of the number.
The information provided must be correct, otherwise the operation will have to be repeated.
Switch to Tele2
Tele2 has the same requirements for transfer as other operators: no blocking, positive balance of the current number, personal application by the person for whom the old number is registered (or by a notarized power of attorney), transfer is required within the same region of registration of the number.
The application is submitted in two ways:
- Online on the page at the link https://msk.tele2.ru/mnp. There you need to find the Go button, click on it, fill out the appropriate form, after which Tele2 employees will contact you using the contact information you provided.
- Physical submission of the application at the point of sale of Tele2 products. The method is simpler in that on-site employees will help you fill out the application correctly.
A distinctive feature of services on Tele2 is that the transfer is provided completely free of charge. When submitting an application, you can also immediately select the tariff that will be connected to your transferred number.
Tariff selection
After the subscriber provides all the necessary documents, fills out and signs the application for MTS, it will not be possible to use a SIM card from Beeline. In return, they will issue a new one, on which the Tariffishche tariff plan will be installed, which includes unlimited Internet and a package of minutes and SMS, taking into account individual client requests.
Upon transition, the client receives a SIM card with the Tariffishe tariff.

There are 3 proven ways to switch from Beeline to MTS with your number, and this can be done either remotely via the Internet or in the nearest communication store.
Call to the call center
To become a subscriber of another company, you can call the hotline at 8-800-250-08-90 or 8-800-250-82-50. During the conversation, the specialist will ask you several questions.
After you dictate your phone number and provide your passport details, an SMS will be sent to your mobile device with an invitation to an MTS branch, where a service agreement will be signed and a SIM card will be issued.
The company makes it possible to arrange delivery of a SIM card by courier. At the meeting with an MTS representative, you must present your passport.
In the operator's cabin
To resolve the issue, you can contact any nearest MTS store. The branch staff will ask for your passport. They will fill out the application themselves and prepare a consumer agreement for the provision of services. - in the “Become an MTS subscriber” section, select “Go with your number”;
- in the new pop-up window, enter the current phone number, indicate the owner’s name and click the “Start transition” button;
- in the window with the application form, enter passport data, including registration at the place of residence and address of actual residence, as well as contact information (phone number and email);
- send your application to your telecom operator for consideration.
If the decision is positive, the subscriber will be offered to pick up the SIM card at the nearest communication store or arrange delivery by courier. A company representative will bring the card to your home or work. You will need to take your passport with you.
What to keep in mind after the transition
After successful number porting, you must remember that replenishment using usual methods may not be available for up to several days. This is due to the fact that payment systems may not immediately identify the connection of a number to another operator. The best option for replenishing in this case is to deposit funds through the office of your new telecom operator, or using the replenishment system on the website of your new operator. Also, if various services are connected to the number, you may need to confirm the change of mobile operator. Thus, banking services have access to information about the change of operator and can make adjustments on their own, but sometimes confirmation of such actions is required from the subscriber. It is recommended that if you have not received a request from the bank, you call yourself to check the relevance of the data for the new operator you are using.

- You are the sole owner of the number. You can confirm this by presenting your passport. If you want to carry out a transaction on behalf of another person, you must provide a power of attorney certified by a notary.
- The data must match those included in the client base of the previous mobile company. If you changed your full name. or registration address, they must be corrected in the salon of the current telecom operator. Until the information is updated, the procedure cannot be performed.
- The number that is transferred to MTS must be federal; this option does not apply to city numbers. It is worth considering that the service is provided within the Russian region in which the Beeline SIM card was issued.
- If you have already carried out a similar operation, at least 2 months (60 calendar days) must have passed since the last number transfer.
- In order for the service to be provided, there must be no debts to the operator. The number must not be blocked.

For what reasons may MTS refuse to transfer?
The mobile operator has the right to refuse customers to carry out a transaction for a number of reasons:
- data does not match (full name, series and number of passport, permanent registration address, and also the telephone number does not correspond to what is recorded with the current operator).
- Blocked phone number . To resolve the issue, you need to pay off the debt. However, the reason for blocking is not always a negative balance. A subscriber can be disconnected by a court decision or as a result of violations of the terms of the concluded contract identified by the company. - There is a debt . A negative balance does not give subscribers the right to transfer while keeping their number. Update your account on your mobile device.
- Registration in another region . The telecom operator will refuse to issue the service if it turns out that the number is registered in one subject of the Russian Federation, and the application will be processed in another.
- Less than 2 months have passed since the previous change of company. The mobile operator does not make any exceptions. Only after 2 months or more can you write an application for services.
If you are denied the first time you apply to change the operator, then when you re-submit your application, the operation will be performed free of charge.
How to restore your MTS number if you haven’t used it for a long time?
If a SIM card has not been used for a long time, it will be blocked within six months if there are no funds on the balance. The number of the dishonest client goes on sale again after some time. If no actions were taken on the card and no funds were received into the account, it will be blocked after 180 days. The subscriber has 3 months after the expiration of this period to unblock. Otherwise, the number will go on sale again.
Another question that cannot be answered in a way that is pleasant for subscribers is how to restore an MTS phone number if the client has not used a SIM card for a long time.
