The end of last week was marked by the arrival of a new cellular operator in the Sverdlovsk region - Tele2. On this occasion, the company organized a holiday for residents of the Ural capital: The dam was painted black (Tele2’s signature color), a stage was built on which a musical concert with the participation of stars was held, competitions were held, and prizes were awarded.

The holiday was prepared in advance, but what the organizers could not foresee was the appearance of competitors. Representatives appeared near the Historical Square with orange balloons and ice cream with the symbols of the regional telecom operator. The organizers clearly did not understand this and did everything to prevent uninvited guests from getting into the holiday. Moreover, the townspeople, who happily enjoyed ice cream and took away the solar balls, were also not allowed to enter Plotinka, offering to exchange them for black and pink Tele2 balls. The culmination of this action was the release of dozens of orange balloons into the sky, which the hosts of the Tele2 show caustically commented: “Let’s say goodbye to “fat” prices.”

“Thus, we have decided to welcome the new operator. We didn't want to offend anyone. Based on reviews online and the reaction of townspeople, we realized that everyone liked our balls and ice cream. It’s just a shame that the townspeople were not allowed to go to Plotinka with them. They took the children’s balls and exchanged them for black ones,” noted Alena Yarushina, press secretary of the Motiv group.

According to her, the company did not pursue selfish goals. “We are not afraid of competition and, in general, do not consider Tele2 a competitor, since we have long outgrown the discounter format. We have nothing to share. We have our own audience, which has developed over the years. In addition, now the struggle for customers occurs not at the price level (two kopecks more or less - no one counts anymore), but at the level of the quality of services provided. For example, we provide our customers with the fastest Internet today, which Tele2 cannot boast of. I don’t think that our subscribers will want to return to the last century,” noted Ms. Yarushina.

Representatives of Tele2 said that they “did not notice” the actions of competitors. “We were busy with our own business. 30 thousand citizens came to us. In just one day, 15 thousand subscribers were connected. We simply had no time to be distracted by anyone. To be honest, we didn’t notice anything,” said Svetlana Rychkova, public relations manager for the Ural macro-region of Tele2.

But the townspeople noticed and regarded this as the beginning of a war for the market. They shared their opinions and photographs on social networks. At the same time, many praised “Motive” for its resourcefulness and positivity.

Market participants, in turn, assessed Motiv’s actions as a well-planned PR campaign aimed at retaining the market. “No matter what they say, Motiv is the main competitor of Tele2. The actions of the regional operator are completely justified. As they say, there is no bad PR. In addition, the action is quite harmless. “Motive” is generally famous for its comic antics, just remember the ducks in the city pond. In general, the actions were quite competent, so they took advantage of the large audience that they had already gathered in one place,” said Roman Nikolaev, commercial director of the advertising company Event Production-E.

He recalled that Tele2 itself “made fun” of its competitors. Thus, in Astana, the operator installed its advertisement next to the billboard of the competing company Kcell, thereby changing the general meaning of the message to “Kcell recommends Tele2.”

“The launch of the Tele2 brand in the Urals is a landmark event for our company. In the regions where Rostelecom cellular companies previously operated, we rebuilt business processes, created a new product portfolio, built new mono-brand showrooms, transferred subscriber services to a unified IT architecture and to an updated Tele2 contact center. It is gratifying that even before the start of sales, more than 100 thousand residents of the Sverdlovsk region became owners of Tele2 certificates, and several thousand more have already pre-ordered beautiful numbers through the online store. Representatives of the Big Three (Megafon, Beeline and MTS) are not afraid of competition, noting that the prices for cellular services among all operators differ slightly, and the new mobile operator is still inferior to them in terms of quality of services. “We are pleased to welcome the new telecom operator. Competition is always good, first of all for consumers,” noted Beeline press secretary in the Ural region Ksenia Balashova.

According to AC&M Consulting, in 2014 the average cost per minute of conversation for Tele2 was 0.9 rubles, for MTS - 0.91 rubles, for Megafon - 0.96 rubles, for Beeline - 1.07 rubles.

Meanwhile, the regional discounter, which is Motiv, has every reason to be concerned, says Eldar Murtazin, leading analyst at Mobile Research Group. “Regional mobile operators do not have the opportunity to develop new technologies and cover large areas with networks as actively as federal players do. Formally, they do not have cheap roaming to other cities when traveling,” the expert notes.

Anatoly Mezentsev, director of the consulting company Consul PRG, disagrees with him, noting that, despite the saturation of the domestic market, regional operators continue to develop.

“Although the Big Three operators still hold the technological leadership, and local players have to cope with roaming, this allows them to be more flexible in solving problems. Regional players, “tailored” to the local market, such as Motiv, better understand the needs of their subscribers and can offer verified tariff plans and truly necessary services. In the line of services of such market players, you can often find unique products, for example, niche offers aimed at specific consumers,” says Mr. Mezentsev. In his opinion, it is regional operators that today demonstrate the greatest growth dynamics.

Experts note that largely thanks to the regional cellular operator Motiv, which launched an LTE network in the Sverdlovsk region, the Middle Urals entered the top 5 regions in terms of the number of base stations. Thus, according to J'son & Partners Consulting, by the end of 2014, the Sverdlovsk region occupied fourth place with 1072 stations, second only to Moscow, St. Petersburg and the Moscow region.
